Mr. HARDER of California introduced the following bill; which was referred
to the Committee on Education and Labor, and in addition to the Com-
mittee on the Budget, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall within
the jurisdiction of the committee concerned
A BILL
To increase Federal Pell Grants for the children of fallen
public safety officers, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Corporal Ronil Singh
4
and Fallen Heroes Scholarship Act’’.
5
SEC. 2. CALCULATION OF ELIGIBILITY.
6
Section 473(b)(2) of the Higher Education Act of
7
1965 (20 U.S.C. 1087mm(b)(2)) is amended—

(1) in subparagraph (B), by inserting ‘‘, or
1
spouse’’ after ‘‘guardian’’; and
2
(2) in subparagraph (C), by insert ‘‘, or
3
spouse’s’’ after ‘‘guardian’s’’.

SEC. 3. CALCULATION OF PELL GRANT AMOUNT.
5
Section 401(b)(2) of the Higher Education Act of
6
1965 (20 U.S.C. 1070a(b)(2)) is amended—
7
(1) by striking the matter preceding clause (i)
8
of subparagraph (A) and inserting the following:
9
‘‘(2)(A) Subject to subparagraph (C), the
10
amount of the Federal Pell Grant for a student eligi-
11
ble under this part shall be—’’; and
12
(2) by adding at the end the following new sub-
13
paragraph:

‘‘(C) In the case of a student who meets the re-
15
quirements of subparagraphs (A), (B)(ii), and (C) of
16
section 473(b)(2)—
17
‘‘(i) clause (ii) of subparagraph (A) of this
18
paragraph shall be applied by substituting
19
‘from the amounts appropriated in the last en-
20
acted appropriation Act applicable to that
21
award year, an amount equal to the amount of
22
the increase calculated under paragraph (7)(B)
23
for that year’ for ‘the amount of the increase

calculated under paragraph (7)(B) for that
1
year’; and
2
‘‘(ii) such student—
3
‘‘(I) shall be provided an amount
4
under clause (i) of this subparagraph only
5
to the extent that funds are specifically
6
provided in advance in an appropriation
7
Act to such students for that award year;
8
and
9
‘‘(II) shall not be eligible for the
10
amounts
made
available
pursuant
to
11
clauses (i) through (iii) of paragraph
12
(7)(A).’’.

SEC. 4. BUDGETARY EFFECTS.
14
The budgetary effects of this Act, for the purpose of
15
complying with the Statutory Pay-As-You-Go Act of 2010,
16
shall be determined by reference to the latest statement
17
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this
18
Act, submitted for printing in the Congressional Record
19
by the Chairman of the Budget Committee of the House
20
of Representatives, provided that such statement has been
21
submitted prior to the vote on passage.

SEC. 5. EFFECTIVE DATE.

This Act and the amendments made by this Act shall

take effect on June 1, 2019.
