Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘DHS Overseas Per- 4 sonnel Enhancement Act of 2019’’. 5 SEC. 2. OVERSEAS PERSONNEL BRIEFING. 6 (a) IN GENERAL.—Not later than 90 days after sub- 7 mission of the comprehensive 3-year strategy required 8 VerDate Sep 11 2014 22:06 Sep 10, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6401 E:\BILLS\H2590.RS H2590 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 2590 RS under section 1910 of the National Defense Authorization 1 Act for Fiscal Year 2017 (Public Law 114–328) and every 2 180 days thereafter, the Secretary of Homeland Security 3 shall brief the Committee on Homeland Security of the 4 House of Representatives and the Committee on Home- 5 land Security and Governmental Affairs of the Senate re- 6 garding Department of Homeland Security personnel with 7 primary duties that take place outside of the United 8 States. 9 (b) REQUIREMENTS.—The briefings required under 10 subsection (a) shall include the following: 11 (1) A detailed summary of, and deployment 12 schedule for, each type of personnel position with 13 primary duties that take place outside of the United 14 States and how each such position contributes to the 15 Department of Homeland Security’s counterter- 16 rorism mission. 17 (2) Information related to how the geographic 18 and regional placement of such positions contributes 19 to the Department’s counterterrorism mission. 20 (3) Information related to any risk mitigation 21 plans for each geographic and regional placement, 22 including to address counter-intelligence risks. 23 (4) Information regarding the costs of deploy- 24 ing or maintaining personnel at each geographic and 25 VerDate Sep 11 2014 22:06 Sep 10, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\H2590.RS H2590 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 2590 RS regional placement, including information on any 1 cost-sharing agreement with foreign partners to 2 cover a portion or all the costs relating to such de- 3 ployment or maintenance. 4 (5) Maintain and enhance practices to guard 5 against counter-espionage and counter-intelligence 6 threats, including cyber threats, associated with De- 7 partment personnel. 8 (6) Information regarding trends in foreign ef- 9 forts to influence such personnel while deployed 10 overseas to contribute to the Department’s counter- 11 terrorism mission. 12 (7) Information related to the position-specific 13 training received by such personnel before and dur- 14 ing placement at a foreign location. 15 (8) Challenges that may impede the commu- 16 nication of counterterrorism information between 17 Department personnel at foreign locations and De- 18 partment entities in the United States, including 19 technical, resource, and administrative challenges. 20 (9) The status of efforts to implement the 21 strategy referred to in subsection (a). 22 (10) The status of efforts (beginning with the 23 second briefing required under this section) to imple- 24 ment the enhancement plan under section 3. 25 VerDate Sep 11 2014 22:06 Sep 10, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6401 E:\BILLS\H2590.RS H2590 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 2590 RS SEC. 3. OVERSEAS PERSONNEL ENHANCEMENT PLAN. 1 (a) IN GENERAL.—Not later than 90 days after the 2 first briefing required under section 2, the Secretary shall 3 submit to the Committee on Homeland Security of the 4 House and the Committee on Homeland Security and Gov- 5 ernmental Affairs of the Senate a plan to enhance the ef- 6 fectiveness of Department of Homeland Security per- 7 sonnel at foreign locations. 8 (b) PLAN REQUIREMENTS.—The plan required under 9 subsection (a) shall include proposals to— 10 (1) improve efforts of Department of Homeland 11 Security personnel at foreign locations, as necessary, 12 for purposes of providing foreign partner capacity 13 development and furthering the Department’s 14 counterterrorism mission; 15 (2) as appropriate, redeploy Department per- 16 sonnel to respond to changing threats to the United 17 States; 18 (3) enhance collaboration among Department 19 personnel at foreign locations, other Federal per- 20 sonnel at foreign locations, and foreign partners; 21 (4) improve the communication of counterter- 22 rorism information between Department personnel 23 at foreign locations and Department entities in the 24 United States, including to address technical, re- 25 source, and administrative challenges; and 26 VerDate Sep 11 2014 22:06 Sep 10, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6401 E:\BILLS\H2590.RS H2590 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 2590 RS (5) maintain practices to guard against 1 counter-espionage threats associated with Depart- 2 ment personnel. 3 SEC. 4. TERMINATION. 4 The briefing requirement under section 2 shall termi- 5 nate on the date that is 4 years after the submission of 6 the strategy referred to in such section. 7 SECTION 1. TERMINATION. 16 The briefing requirement under section 2 shall termi- 17 nate on the date that is 4 years after the submission of the 18 strategy referred to in subsection (a) of such section. 19 SEC. 5.
