Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. TRAINING UNITED STATES POSTAL SERVICE EM- 1 PLOYEES TO IDENTIFY ILLICIT PACKAGES. 2 (a) IN GENERAL.—Chapter 4 of title 39, United 3 States Code, is amended by adding at the end the fol- 4 lowing: 5 ‘‘§ 417. Training employees to identify illicit packages 6 ‘‘(a) DEFINITIONS.—In this section— 7 ‘‘(1) the term ‘covered package’ means a pack- 8 age that— 9 ‘‘(A) originated outside the United States; 10 and 11 ‘‘(B) is addressed to a location within the 12 United States; and 13 ‘‘(2) the term ‘United States’ includes any ter- 14 ritory or possession of the United States. 15 ‘‘(b) TRAINING.—The Postal Service shall enter into 16 an agreement with the Commissioner of U.S. Customs and 17 Border Protection under which U.S. Customs and Border 18 Protection provides enhanced training to each employee 19 of the Postal Service who works at an international service 20 center that processes inbound international mail to enable 21 the employee to— 22 ‘‘(1) identify covered packages in which the em- 23 ployee may have reasonable cause to suspect there is 24 merchandise that was imported contrary to law, in- 25 VerDate Sep 11 2014 04:38 May 15, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 \\ALPHA3\E\BILLS\S1373.IS S1373 khammond on DSKBBV9HB2PROD with BILLS 3 •S 1373 IS cluding matter that is nonmailable under section 1 3001; and 2 ‘‘(2) alert U.S. Customs and Border Protection 3 to each covered package identified under paragraph 4 (1) so that an employee of U.S. Customs and Border 5 Protection may search the covered package.’’. 6 (b) TECHNICAL AND CONFORMING AMENDMENT.— 7 The table of sections for chapter 4 of title 39, United 8 States Code, is amended by adding at the end the fol- 9 lowing: 10 ‘‘417. Training employees to identify illicit packages.’’.
