What This Bill Does
This bill amends the Small Business Act to add new requirements for small business development centers. These centers must now provide information and help to small businesses about apprenticeship programs and job training opportunities.

• Small business development centers must disseminate relevant information from the Department of Labor and other federal agencies about these programs (Sec. 2)
What Changes
Small business development centers gain a new responsibility to help small businesses access and create apprenticeship and training programs. They will share information from the Department of Labor and other federal agencies to support this work.
Important Definitions
Work-based learning opportunities are defined by the Carl D. Perkins Career and Technical Education Act of 2006. Apprenticeship programs means those registered under the National Apprenticeship Act.

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Small Business Work-
4
force Pipeline Act of 2023’’.
5
SEC. 2. SMALL BUSINESS DEVELOPMENT CENTER APPREN-
6
TICESHIP PROGRAM ASSISTANCE.

Section 21(c)(3) of the Small Business Act (15
8
U.S.C. 648(c)(1)) is amended—
9
(1) in subparagraph (T), by striking ‘‘and’’ at
10
the end;
11
(2) in clause (v) of the first subparagraph (U)
12
(relating to succession planning), by striking the pe-
13
riod at the end and inserting a semicolon;
14
(3) in second subparagraph (U) (relating to
15
training on domestic and international intellectual
16
property protections)—
17
(A) in clause (ii)(II), by striking the period
18
at the end and inserting ‘‘; and’’; and
19
(B) by redesignating such subparagraph as
20
subparagraph (V); and
21
(4) by adding at the end the following new sub-
22
paragraph:

‘‘(W) providing information and assistance

to small business concerns, including by dis-
