12 ‘‘(2) recognizes the continuing threat to the 13 homeland and our allies posed by al Qaeda and 14 ISIS, which maintain an ability to operate in Syria 15 and Afghanistan; 16 ‘‘(3) expresses concern that Iran has supported 17 the Taliban in Afghanistan and Hizballah and the 18 Assad regime in Syria, and has sought to frustrate 19 diplomatic efforts to resolve conflicts in these two 20 countries; 2 ‘‘(5) warns that a precipitous withdrawal of 3 United States forces from the ongoing fight against 4 these groups, without effective, countervailing efforts 5 to secure gains in Syria and Afghanistan, could 6 allow terrorists to regroup, destabilize critical re- 7 gions, and create vacuums that could be filled by 8 Iran or Russia, to the detriment of United States in- 9 terests and those of our allies; 10 ‘‘(6) recognizes that al Qaeda and ISIS pose a 11 global threat, which merits increased international 12 contributions to the counterterrorism, diplomatic, 13 and stabilization efforts underway in Syria and Af- 14 ghanistan; 15 ‘‘(7) recognizes that diplomatic efforts to secure 16 peaceful, negotiated solutions to the conflicts in 17 Syria and Afghanistan are necessary to long-term 18 stability and counterterrorism efforts in the Middle 19 East and South Asia; 6 ‘‘(10) requests that the Administration, as part 7 of this review, solicit the views of Israel, our regional 8 partners, and other key troop-contributing nations in 9 the fight against al Qaeda and ISIS; 10 ‘‘(11) reiterates support for international diplo- 11 matic efforts to facilitate peaceful, negotiated resolu- 12 tions to the ongoing conflicts in Syria and Afghani- 13 stan on terms that respect the rights of innocent ci- 14 vilians and deny safe havens to terrorists; 15 ‘‘(12) calls upon the Administration to pursue 16 a strategy that sets the conditions for the long-term 17 defeat of al Qaeda and ISIS, as well as the protec- 18 tion of regional partners and allies, while ensuring 19 that Iran cannot dominate the region or threaten 20 Israel;
