Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. AMENDMENT TO HOMELAND SECURITY GRANT 1 PROGRAM. 2 Title XX of the Homeland Security Act of 2002 (6 3 U.S.C. 601 et seq.) is amended— 4 (1) in section 2001 (6 U.S.C. 601)— 5 (A) by redesignating paragraphs (10) 6 through (14) as paragraphs (12) through (16), 7 respectively; 8 (B) by redesignating paragraphs (6) 9 through (9) as paragraphs (7) through (10), re- 10 spectively; 11 (C) by inserting after paragraph (5) the 12 following: 13 ‘‘(6) FAITH-BASED COMMUNITY CENTER.—The 14 term ‘faith-based community center’ means— 15 ‘‘(A) a facility operated by a nonprofit 16 faith-based community organization for the pro- 17 vision of recreational, social, or education serv- 18 ices; or 19 ‘‘(B) a house of worship.’’; and 20 (D) by inserting after paragraph (10), as 21 so redesignated, the following: 22 ‘‘(11) NONPROFIT.—The term ‘nonprofit’ 23 means an organization described under section 24 501(c)(3) of the Internal Revenue Code of 1986 and 25 VerDate Sep 11 2014 04:15 May 07, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1308.IS S1308 kjohnson on DSK79L0C42 with BILLS 3 •S 1308 IS exempt from tax under section 501(a) of such 1 Code.’’; and 2 (2) in section 2008 (6 U.S.C. 609)— 3 (A) in subsection (a)— 4 (i) in paragraph (13), by striking 5 ‘‘and’’ at the end; 6 (ii) by redesignating paragraph (14) 7 as paragraph (15); and 8 (iii) by inserting after paragraph (13) 9 the following: 10 ‘‘(14) protecting a faith-based community cen- 11 ter or vulnerable populations, including children or 12 the elderly; and’’; and 13 (B) by adding at the end the following: 14 ‘‘(g) PROTECTION OF FAITH-BASED COMMUNITY 15 CENTERS AND VULNERABLE POPULATIONS.— 16 ‘‘(1) ALLOCATION OF GRANT FUNDS.—Of the 17 total amount authorized to be appropriated under 18 paragraph (3) for grants awarded for the purpose 19 described in subsection (a)(14), the Administrator 20 shall award— 21 ‘‘(A) 50 percent for the protection of faith- 22 based community centers and vulnerable popu- 23 lations in communities with a population of not 24 VerDate Sep 11 2014 04:15 May 07, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1308.IS S1308 kjohnson on DSK79L0C42 with BILLS 4 •S 1308 IS more than 1,000,000 individuals, as determined 1 by the latest available decennial census; and 2 ‘‘(B) 50 percent for the protection of faith- 3 based community centers in communities and 4 vulnerable populations with a population of 5 more than 1,000,000 individuals, as determined 6 by the latest available decennial census. 7 ‘‘(2) AUTHORIZATION OF APPROPRIATIONS.— 8 There are authorized to be appropriated 9 $75,000,000 for fiscal year 2020 to the Adminis- 10 trator to make grants for the purpose described in 11 subsection (a)(14).’’. 12 SEC. 3.
