intelligence committees briefings regarding counterintelligence activities
of the Bureau, and for other purposes.

Ms. STEFANIK (for herself, Mr. TURNER, Mr. WENSTRUP, Mr. STEWART, Mr.
CRAWFORD, Mr. HURD of Texas, Mr. RATCLIFFE, Mr. CONAWAY, and
Mr. NUNES) introduced the following bill; which was referred to the Com-
mittee on the Judiciary, and in addition to the Permanent Select Com-
mittee on Intelligence (Permanent Select), for a period to be subsequently
determined by the Speaker, in each case for consideration of such provi-
sions as fall within the jurisdiction of the committee concerned

To amend the National Security Act of 1947 to direct the
Director of the Federal Bureau of Investigation to pro-
vide to the congressional intelligence committees briefings
regarding counterintelligence activities of the Bureau,
and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. BRIEFINGS ON COUNTERINTELLIGENCE AC-

TIVITIES OF THE FEDERAL BUREAU OF IN-
2
VESTIGATION.

(a) IN GENERAL.βTitle V of section 501 of the Na-
4
tional Security Act of 1947 (50 U.S.C. 3091 et seq.) is
5
amended by adding at the end the following new section:
6
ββSEC. 512. BRIEFINGS ON COUNTERINTELLIGENCE ACTIVI-
7
TIES OF THE FEDERAL BUREAU OF INVES-
8
TIGATION.

ββ(a) QUARTERLY BRIEFINGS.βNot less frequently
10
than once each quarter, the Director of the Federal Bu-
11
reau of Investigation shall provide to the congressional in-
12
telligence committees a briefing on the counterintelligence
13
activities of the Federal Bureau of Investigation. Such
14
briefings shall include, at a minimum, an overview and up-
15
date ofβ
16
ββ(1) the counterintelligence posture of the Bu-
17
reau;
18
ββ(2) counterintelligence investigations; and
19
ββ(3) any other information relating to the coun-
20
terintelligence activities of the Bureau that the Di-
21
rector determines necessary.

ββ(b) NOTIFICATIONS.βIn addition to the quarterly
23
briefings under subsection (a), the Director of the Federal
24
Bureau of Investigation shall promptly notify the congres-
25
sional intelligence committees of any counterintelligence

investigation carried out by the Bureau regarding any of
1
the following:

ββ(1) A candidate who seeks nomination for elec-
3
tion, or election, to a Federal office.
4
ββ(2) A political campaign of a candidate who
5
seeks nomination for election, or election, to a Fed-
6
eral office.
7
ββ(3) An individual known to be associated with
8
a political campaign of a candidate who seeks nomi-
9
nation for election, or election, to a Federal office.
10
ββ(c) GUIDELINES.βThe Director, in coordination
11
with the Attorney General and in consultation with the
12
congressional intelligence committees, shall develop guide-
13
lines governing the scope of the briefings provided under
14
subsection (a) and the notifications under subsection
15
(b).ββ.

(b) CLERICAL AMENDMENT.βThe table of contents
17
at the beginning of such Act is amended by inserting after
18
the item relating to section 511 the following new item:
