A BILL
To amend the Biggert-Waters Flood Insurance Reform Act
of 2012 to improve mapping under the National Flood
Insurance Program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Flood Insurance Rate
4
Map Interagency Technology Act of 2019’’ or the ‘‘FIRM
5
IT Act of 2019’’.
6
SEC. 2. NATIONAL FLOOD MAPPING PROGRAM.

(a) SHARING AND USE OF MAPS AND DATA; INCLU-
8
SION OF CADASTRAL FEATURES IN RATE MAPS.—Section

Act of 2012 (42 U.S.C. 4101b(b)) is amended—
2
(1) in paragraph (1)—
3
(A) in subparagraph (B), by striking
4
‘‘and’’ at the end;
5
(B) in subparagraph (C), by striking the
6
period at the end and inserting ‘‘; and’’; and
7
(C) by adding at the end the following:
8
‘‘(D) consult and coordinate with the Sec-
9
retary of Defense, the Director of the United
10
States Geological Survey, and the Adminis-
11
trator of the National Oceanic and Atmospheric
12
Administration to obtain the most up-to-date
13
maps and other information of those agencies,
14
including information relating to topography,
15
water flow, watershed characteristics, and any
16
other issues that are relevant to identifying, re-
17
viewing, updating, maintaining, and publishing
18
National
Flood
Insurance
Program
rate
19
maps.’’; and
20
(2) in paragraph (3)—
21
(A) in subparagraph (A), by redesignating
22
clauses (i) and (ii) as subclauses (I) and (II),
23
respectively, and adjusting the margins accord-
24
ingly;

(B) by redesignating subparagraphs (A)

through (E) as clauses (i) through (v), respec-

tively, and adjusting the margins accordingly;

(C) in the matter preceding clause (i), as
4
so redesignated, by striking ‘‘Administrator
5
shall include—’’ and inserting the following:

‘‘Administrator—

‘‘(A) shall include—’’;

(D) in subparagraph (A)(v), as so redesig-
9
nated, by striking the period at the end and in-

serting ‘‘; and’’; and

(b) FORMAT OF RATE MAPS.—Section 100216(c)(2)

of the Biggert-Waters Flood Insurance Reform Act of
2
2012 (42 U.S.C. 4101b(c)(2)) is amended—
3
(1) in subparagraph (B), by striking ‘‘and’’ at
4
the end;
5
(2) in subparagraph (C), by striking the period
6
at the end and inserting ‘‘; and’’; and
7
(3) by adding at the end the following:
8
‘‘(D) not later than 5 years after the date
9
on which the National Geodetic Survey com-
10
pletes the modernization of the National Spatial
11
Reference System in 2022, updated to conform
12
with the geospatial data provided by that sys-
13
tem; and
14
‘‘(E) spatially accurate in accordance with
15
the common protocols for geographic informa-
16
tion systems under section 216 of the E-Gov-
17
ernment Act of 2002 (44 U.S.C. 3501 note).’’.
