To direct the Secretary of Transportation to establish a
bollard installation grant program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Stopping Threats On
4
Pedestrians Act of 2019’’ or the ‘‘STOP Act of 2019’’.
5
SEC. 2. BOLLARD INSTALLATION GRANT PROGRAM.

(a) ESTABLISHMENT.—Not later than 1 year after
7
the date of enactment of this Act, the Secretary of Trans-
8
portation shall establish a program to assist bollard instal-
9
lation projects designed to prevent pedestrian injuries and

acts of terrorism in areas utilized by large numbers of pe-

destrians.

(b) GRANT AUTHORITY.—In carrying out the pro-
3
gram established under subsection (a), the Secretary may
4
award a grant, on a competitive basis, to a local govern-
5
ment entity.
6
(c) APPLICATION.—To be eligible for a grant under
7
this section, a local government entity shall submit to the
8
Secretary an application at such time, in such form, and
9
containing such information as the Secretary determines
10
appropriate, which shall include, at a minimum—
11
(1) a description of the proposed bollard instal-
12
lation project to be carried out;
13
(2) a description of the pedestrian injury or ter-
14
rorism risks with respect to the proposed installation
15
area; and
16
(3) an analysis of how the proposed project will
17
mitigate such risks.

(d) GRANT USES.—A recipient of a grant awarded
19
under this section may use the proceeds of such grant only
20
for a bollard installation project.
21
(e) FEDERAL SHARE.—The Federal share of the
22
costs of a bollard installation project assisted with a grant
23
awarded under this section may not exceed 100 percent.

(f) AUTHORIZATION OF APPROPRIATIONS.—There is
1
authorized to be appropriated to the Secretary of Trans-
2
portation to carry out this section $5,000,000 for each of
3
fiscal years 2020 through 2029.

(g) BOLLARD INSTALLATION PROJECT DEFINED.—
5
In this section, the term ‘‘bollard installation project’’
6
means a project to install raised concrete or metal posts
7
on a sidewalk adjacent to a roadway that are designed
8
to slow or stop a motor vehicle.
