A BILL
To amend the John F. Kennedy Center Act to authorize
appropriations for the John F. Kennedy Center for the
Performing Arts, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘John F. Kennedy Cen-
4
ter Reauthorization Act of 2019’’.

SEC. 2. AUTHORIZATION OF APPROPRIATIONS.

Section 13 of the John F. Kennedy Center Act (20
2
U.S.C. 76r) is amended by striking subsections (a) and
3
(b) and inserting the following:
4
‘‘(a) MAINTENANCE, REPAIR, AND
SECURITY.—
5
There are authorized to be appropriated to the Board to
6
carry out section 4(a)(1)(H)—
7
‘‘(1) $26,000,000 for fiscal year 2020;
8
‘‘(2) $27,000,000 for fiscal year 2021;
9
‘‘(3) $28,000,000 for fiscal year 2022;
10
‘‘(4) $29,000,000 for fiscal year 2023; and
11
‘‘(5) $30,000,000 for fiscal year 2024.

‘‘(b) CAPITAL PROJECTS.—There are authorized to
13
be appropriated to the Board to carry out subparagraphs
14
(F) and (G) of section 4(a)(1)—
15
‘‘(1) $17,000,000 for fiscal year 2020;
16
‘‘(2) $18,000,000 for fiscal year 2021;
17
‘‘(3) $19,000,000 for fiscal year 2022;
18
‘‘(4) $20,000,000 for fiscal year 2023; and
19
‘‘(5) $21,000,000 for fiscal year 2024.’’.

SEC. 3. COMMEMORATION OF THE JOHN F. KENNEDY CEN-
21
TER FOR THE PERFORMING ARTS.

(a) SENSE OF CONGRESS.—It is the sense of Con-
23
gress that the John F. Kennedy Center for the Performing
24
Arts (referred to in this Act as the ‘‘Center’’)—

(1) recognize the year 2021 as the 50th anni-
1
versary of the opening of the Center;
2
(2) acknowledge and commemorate the mission
3
of the Center as a national center for the performing
4
arts and a national memorial to President John F.
5
Kennedy; and
6
(3) recognize that the year 2018 is the 60th an-
7
niversary of the signing of the National Cultural
8
Center Act (now known as the ‘‘John F. Kennedy
9
Center Act’’) (20 U.S.C. 76h et seq.), signed into
10
law by President Dwight D. Eisenhower on Sep-
11
tember 2, 1958.

(b) AUTHORIZATION FOR PLAQUE.—
13
(1) IN GENERAL.—The Center shall place with-
14
in the Center a plaque containing an inscription to
15
commemorate the 60th anniversary of the signing of
16
the National Cultural Center Act (20 U.S.C. 76h et
17
seq.) by President Dwight D. Eisenhower.
18
(2) SPECIFICATIONS.—The plaque shall be—
19
(A)(i) not less than 6 square feet in size;
20
and
21
(ii) not more than 18 square feet in size;
22
(B) of any shape that the Trustees of the
23
Center determine to be appropriate; and

(C) placed at a location within the Center

approximate to the Eisenhower Theater that
2
the Trustees of the Center determine to be ap-
3
propriate.

(3) FUNDING.—
5
(A) IN GENERAL.—No Federal funds may
6
be used to design, procure, or install the plaque.
7
(B) EXCEPTION.—Subparagraph (A) shall
8
not affect the payment of salaries, expenses,
9
and benefits otherwise authorized by law for
10
members and employees of the Center who par-
11
ticipate in carrying out this subsection.
12
(4) PRIVATE FUNDRAISING AUTHORIZED.—
13
(A) IN GENERAL.—The Center may solicit
14
and accept private contributions for the design,
15
procurement, and installation of the plaque.
16
(B) ACCOUNTING.—The Center may—
17
(i) establish an account into which
18
any contributions received pursuant to sub-
19
paragraph (A) shall be deposited; and
20
(ii) maintain documentation of any
21
contributions received pursuant to sub-
22
paragraph (A).
