Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as ‘‘An Act Targeting Re- 4 sources to Communities in Need’’. 5 SEC. 2. TARGETING HIGH-POVERTY CENSUS TRACTS. 19 (a) IN GENERAL.—Notwithstanding any other provi- 20 sion of law, the entity responsible for administering a de- 21 velopment program shall use not less than the percentage 22 described in subsection (b) of the amounts made available 23 in any appropriations Act for the program for each of fis- 24 VerDate Sep 11 2014 05:38 Apr 11, 2019 Jkt 089200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S1066.IS S1066 kjohnson on DSK79L0C42 with BILLS 8 •S 1066 IS cal years 2019 through 2028 for projects in high-poverty 1 areas, if the entity is otherwise authorized to do so. 2 (b) PERCENTAGE DESCRIBED.—The percentage de- 3 scribed in this subsection with respect to a development 4 program is the percentage equal to the sum obtained by 5 adding— 6 (1) the average percentage of Federal assist- 7 ance awarded under the program in the 3-fiscal year 8 period ending on the date of enactment of this Act 9 that were used for projects in high-poverty areas; 10 and 11 (2) 5 percent of the average total Federal as- 12 sistance awarded under the program during the pe- 13 riod referred to in paragraph (1). 14 (c) REPORT TO CONGRESS.—Not later than 90 days 15 after the date of enactment of this Act, if an entity respon- 16 sible for administering a development program determines 17 that the provision of benefits under the program in a high- 18 poverty area in accordance with this section is primarily 19 benefitting individuals predominantly living in areas other 20 than a high-poverty area, the entity shall submit to the 21 Director of the Office of Management and Budget and 22 Congress— 23 (1) a notification of that determination; and 24 VerDate Sep 11 2014 05:38 Apr 11, 2019 Jkt 089200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\S1066.IS S1066 kjohnson on DSK79L0C42 with BILLS 9 •S 1066 IS (2) a recommendation describing how the entity 1 could ensure that benefits under the development 2 program— 3 (A) are provided based on census tracts in 4 which the individuals receiving the benefit re- 5 side; and 6 (B) serve individuals who reside in pre- 7 dominantly low-income census tracts. 8 SEC. 5. FAILURE TO USE FUNDS. 9 If the entity responsible for administering a develop- 10 ment program does not comply with section 4 with respect 11 to the program for a fiscal year, the entity shall submit 12 to Congress a report that describes how the entity plans 13 to do so for the next fiscal year. 14 SEC. 6.
