AN ACT
To authorize Federal agencies to establish prize competitions
for innovation or adaptation management development
relating to ocean acidification.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Ocean Acidification
2
Innovation Act of 2019’’.

SEC. 2. PRIZE COMPETITIONS.

Section 12404 of the Federal Ocean Acidification Re-
5
search And Monitoring Act of 2009 (33 U.S.C. 3703) is
6
amended by adding at the end the following:
7
‘‘(d) PRIZE COMPETITIONS.—
8
‘‘(1) IN GENERAL.—Any Federal agency with a
9
representative serving on the interagency working
10
group established under this section may, either in-
11
dividually or in cooperation with one or more agen-
12
cies, carry out a program to award prizes competi-
13
tively under section 24 of the Stevenson-Wydler
14
Technology Innovation Act of 1980 (15 U.S.C.
15
3719). An agency seeking to carry out such a pro-
16
gram shall carry out such program in coordination
17
with the chair of such interagency working group.
18
‘‘(2) PURPOSES.—Any prize competition carried
19
out under this subsection shall be for the purpose of
20
stimulating innovation to advance our Nation’s abil-
21
ity to understand, research, or monitor ocean acidifi-
22
cation or its impacts, or to develop management or
23
adaptation options for responding to ocean acidifica-
24
tion.

‘‘(3) PRIORITY
PROGRAMS.—Priority shall be

given to establishing programs under this section
2
that address communities, environments, or indus-
3
tries that are in distress due to the impacts of ocean
4
acidification, including—
5
‘‘(A) the development of monitoring or
6
management options for communities or indus-
7
tries that are experiencing significant financial
8
hardship;
9
‘‘(B) the development of adaptation op-
10
tions to alleviate economic harm and job loss
11
caused by ocean acidification;
12
‘‘(C) the development of measures to help
13
vulnerable communities or industries, with an
14
emphasis on rural communities and businesses;
15
and
16
‘‘(D) the development of adaptation and
17
management options for impacted shellfish in-
18
dustries.’’.

SEC. 3. DETERMINATION OF BUDGETARY EFFECTS.

The budgetary effects of this Act, for the purpose of
21
complying with the Statutory Pay-As-You-Go Act of 2010,
22
shall be determined by reference to the latest statement
23
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this
24
Act, submitted for printing in the Congressional Record
