SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Small Scale LNG Ac-
2
cess Act of 2019’’.

SEC. 2. EXPEDITED APPROVAL OF EXPORT OF CERTAIN
4
VOLUMES OF NATURAL GAS.

Section 3 of the Natural Gas Act (15 U.S.C. 717b)
6
is amended by striking subsection (c) and inserting the
7
following:

‘‘(c) EXPEDITED
APPLICATION
AND
APPROVAL
9
PROCESS.—
10
‘‘(1) IN GENERAL.—For purposes of subsection
11
(a), the following shall be deemed to be consistent
12
with the public interest, and applications for such
13
importation or exportation shall be granted without
14
modification or delay:
15
‘‘(A) The importation of the natural gas
16
referred to in subsection (b).
17
‘‘(B) The exportation of natural gas in a
18
volume up to and including 51,750,000,000
19
cubic feet per year.
20
‘‘(C) The exportation of natural gas to a
21
nation with which there is in effect a free trade
22
agreement requiring national treatment for
23
trade in natural gas.

‘‘(2) EXCLUSION.—Subparagraphs (B) and (C)

of paragraph (1) shall not apply to any nation sub-

ject to sanctions imposed by the United States.’’.
