Mr. COTTON (for himself and Mr. GRAHAM) introduced the following bill;
which was read twice and referred to the Committee on Veterans’ Affairs

To amend title 38, United States Code, to increase the
amount of special pension for Medal of Honor recipients,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. INCREASE IN SPECIAL PENSION FOR MEDAL
3
OF HONOR RECIPIENTS.
4
(a) IN GENERAL.—Section 1562(a) of title 38,
5
United States Code, is amended by striking ‘‘$1,000’’ and
6
inserting ‘‘$3,000’’.
7
(b) EFFECTIVE DATE.—
8
(1) IN
GENERAL.—The amendment made by
9
subsection (a) shall take effect on the date that is—

(A) except as provided in subparagraph
1
(B), 180 days after the date of the enactment
2
of this Act; and
3
(B) in the case that the date that is 180
4
days after the date of the enactment of this Act
5
is not the first day of a month, the first day of
6
the first month beginning after the date that is
7
180 days after the date of the enactment of this
8
Act.

(2) DELAY
OF
ANNUAL
COST-OF-LIVING
AD-

JUSTMENT.—
11
(A) IN GENERAL.—The Secretary of Vet-
12
erans Affairs shall not make an increase pursu-
13
ant to section 1562(e) of such title effective De-
14
cember 1, 2019, if the amendment made by
15
subsection (a) takes effect before such date.
16
(B) RESUMPTION.—In the case that the
17
Secretary, pursuant to subparagraph (A), does
18
not make an increase pursuant to section
19
1562(e) of such title effective December 1,
20
2019, the Secretary shall resume making in-
21
creases pursuant to such section with the first
22
such increase effective December 1, 2020.
