To establish a National Institute of Nutrition within the
National Institutes of Health, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘National Institute of
4
Nutrition Act’’.
5
SEC. 2. NATIONAL INSTITUTE OF NUTRITION.

(a) DESIGNATION.—Section 401(b) of the Public
7
Health Service Act (42 U.S.C. 281(b)) is amended—
8
(1) by redesignating paragraph (25) as para-
9
graph (26); and

(b) RAISING CAP ON NUMBER OF INSTITUTES.—Sec-
4
tion 401(d)(1) of the Public Health Service Act (42 U.S.C.
5
281(d)(1)) is amended by striking ‘‘27’’ and inserting
6
‘‘28’’.

(c) RESEARCH FOCUS OF INSTITUTE.—Part C of
8
title IV of the Public Health Service Act (42 U.S.C. 285
9
et seq.) is amended by adding at the end the following:
10
‘‘Subpart 21—National Institute of Nutrition
11
‘‘SEC. 464z–7. PURPOSES AND FOCUS OF RESEARCH CON-
12
DUCTED BY NATIONAL INSTITUTE OF NUTRI-
13
TION.

‘‘(a) IN GENERAL.—The general purpose of the Na-
15
tional Institute of Nutrition (in this subpart referred to
16
as the ‘Institute’) is to facilitate and help coordinate inci-
17
sive research into nutrients, foods, and their relationships
18
to better health.
19
‘‘(b) RESEARCH FOCUS.—Research conducted at or
20
under a grant, contract, or cooperative agreement awarded
21
by the Institute may include research in any of the fol-
22
lowing areas:

‘‘(1) Leveraging nutrition as an effort to reduce
24
health care costs.

‘‘(5) Optimal diets for weight loss and weight

maintenance.

‘‘(6) Optimal diets to prevent and treat Type 2
10
diabetes and pre-diabetes.

‘‘(7) Optimal diets for cancer, both to reduce
12
side effects of chemotherapy and radiation and also
13
to directly target the cancer.

‘‘(8) Health effect of trace bioactives and
15
phenolics.
16
‘‘(9) Effective behavior change and systems ap-
17
proaches for healthier eating.
18
‘‘(10) Effective approaches to reduce dietary
19
and health disparities.
20
‘‘(11) Effects of foods on brain and mental
21
health, from the developing brain in infants and chil-
22
dren to protecting against memory loss, dementia,
23
and depression later in life.

‘‘(12) Effects of foods on allergies and auto-

immune and inflammatory diseases.

‘‘(13) Optimal nutrition for military readiness.
3
‘‘(14) Optimal nutrition for treatment of battle-
4
field consequences, including bodily injuries, brain
5
injuries, and post-traumatic stress.
6
‘‘(15) Coordinated new science for translation
7
into national dietary guidelines and policies, such as
8
the most recent Dietary Guidelines for Americans
9
published under section 301 of the National Nutri-
10
tion Monitoring and Related Research Act of 1990
11
(7 U.S.C. 5341).
12
‘‘(16) And any other area of nutrition related
13
research the Director determines is appropriate to
14
reach the goals of the Institute.’’.
