Nutrition Coordinators for Local Healthy Youth Act

Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Nutrition Coordinators 4 for Local Healthy Youth Act’’. 5 SEC. 2. GRANT PROGRAM FOR NUTRITION COORDINATORS. 6 Section 19 of the Child Nutrition Act of 1966 (42 7 U.S.C. 1788) is amended— 8 VerDate Sep 11 2014 21:49 Apr 06, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H1886.IH H1886 pbinns on DSK79D2C42PROD with BILLS 2 •HR 1886 IH (1) by redesignating subsection (l) as subsection 1 (m); and 2 (2) by inserting after subsection (k) the fol- 3 lowing new subsection: 4 ‘‘(l) GRANT PROGRAM FOR NUTRITION COORDINA- 5 TORS.— 6 ‘‘(1) ESTABLISHMENT OF GRANT PROGRAM.— 7 The Secretary, in consultation with the Secretary of 8 Education, shall establish a program to make grants 9 to local educational agencies to appoint nutrition co- 10 ordinators to carry out the activities described in 11 paragraph (4). 12 ‘‘(2) APPLICATION.—To be selected to receive a 13 grant under paragraph (1), a local educational agen- 14 cy, in consultation with the State agency that ad- 15 ministers school lunch programs in the geographic 16 area served by such local educational agency, shall 17 submit an application at such time, in such manner, 18 and containing such information as the Secretary 19 may require. 20 ‘‘(3) USE OF FUNDS.—A local educational 21 agency that receives a grant under this subsection 22 shall use such funds to appoint a nutrition coordi- 23 nator to, with respect to the geographic area served 24 by such agency— 25 VerDate Sep 11 2014 21:49 Apr 06, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1886.IH H1886 pbinns on DSK79D2C42PROD with BILLS 3 •HR 1886 IH ‘‘(A) ensure compliance with local school 1 wellness policies under section 9A of the Rich- 2 ard B. Russell National School Lunch Act (42 3 U.S.C. 1758b); 4 ‘‘(B) coordinate nutrition education pro- 5 grams with school food service directors for 6 such local educational agency; 7 ‘‘(C) conduct trainings and facilitate infor- 8 mation sharing of best practices that— 9 ‘‘(i) encourage students to participate 10 in healthy eating and active living; 11 ‘‘(ii) are consistent with the Dietary 12 Guidelines for Americans published under 13 section 301 of the National Nutrition Mon- 14 itoring and Related Research Act of 1990 15 (7 U.S.C. 5341); and 16 ‘‘(iii) are consistent with the Physical 17 Activity Guidelines for Americans pub- 18 lished by the Office of Disease Prevention 19 and Health Promotion of the Department 20 of Health and Human Services; 21 ‘‘(D) work with programs that promote 22 and motivate students to participate in school 23 wellness activities; 24 VerDate Sep 11 2014 21:49 Apr 06, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1886.IH H1886 pbinns on DSK79D2C42PROD with BILLS 4 •HR 1886 IH ‘‘(E) coordinate and collaborate with other 1 nutrition education programs, including— 2 ‘‘(i) programs under the Supplemental 3 Nutrition Assistance Program under the 4 Food and Nutrition Act of 2008 (7 U.S.C. 5 2011 et seq.); 6 ‘‘(ii) cooperative extension services (as 7 such term is defined in section 1404 of the 8 Food and Agriculture Act of 1977 (7 9 U.S.C. 3103)); 10 ‘‘(iii) nutrition education programs 11 carried out by community-based organiza- 12 tions; and 13 ‘‘(iv) other team network nutrition 14 programs; 15 ‘‘(F) provide community outreach to pro- 16 mote nutrient-rich foods and farm-to-school ac- 17 tivities; 18 ‘‘(G) promote regular physical activity in 19 students before, during, and after school; 20 ‘‘(H) ensure students receive effective and 21 consistent messages regarding healthy eating 22 and active living; and 23 ‘‘(I) to promote nutrition education and 24 team network nutrition programs in the State 25 VerDate Sep 11 2014 21:49 Apr 06, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1886.IH H1886 pbinns on DSK79D2C42PROD with BILLS 5 •HR 1886 IH in which such local educational agency is lo- 1 cated, coordinate and collaborate with— 2 ‘‘(i) the team nutrition network coor- 3 dinator for the State; and 4 ‘‘(ii) community partners. 5 ‘‘(4) NUTRITION COORDINATOR REQUIRE- 6 MENTS.—A nutrition coordinator may not be ap- 7 pointed under this subsection unless the Coordinator 8 has a background in nutrition education, dietetics, 9 or nutrition program management. 10 ‘‘(5) NUTRITION COORDINATOR REPORTS.—Not 11 later than 1 year after the date on which a nutrition 12 coordinator is appointed under this subsection, the 13 nutrition coordinator shall submit to the Secretary a 14 report that includes— 15 ‘‘(A) a plan to implement activities under 16 this section; and 17 ‘‘(B) a review of, and plan for, coordina- 18 tion and collaboration with nutrition education 19 programs described in paragraph (4)(E). 20 ‘‘(6) EVALUATION OF GRANT PROGRAM.—Not 21 later than January 1, 2021, the Secretary shall sub- 22 mit a report to Congress that includes— 23 VerDate Sep 11 2014 21:49 Apr 06, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1886.IH H1886 pbinns on DSK79D2C42PROD with BILLS 6 •HR 1886 IH ‘‘(A) the results of an evaluation of the 1 grant program established under this sub- 2 section; 3 ‘‘(B) a review of the implementation of this 4 subsection; 5 ‘‘(C) an assessment of local educational 6 agencies with respect to activities conducted to 7 ensure students receive nutrition education con- 8 sistent with the Dietary Guidelines for Ameri- 9 cans published under section 301 of the Na- 10 tional Nutrition Monitoring and Related Re- 11 search Act of 1990 (7 U.S.C. 5341); 12 ‘‘(D) best practices for encouraging stu- 13 dents to participate in healthy eating and active 14 living; 15 ‘‘(E) an assessment of local school wellness 16 policies under section 9A of the Richard B. 17 Russell National School Lunch Act (42 U.S.C. 18 1758b); and 19 ‘‘(F) an assessment of school personnel 20 and their level of interaction and satisfaction 21 with nutrition coordinators.’’. 22 Æ VerDate Sep 11 2014 21:49 Apr 06, 2019 Jkt 089200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6301 E:\BILLS\H1886.IH H1886 pbinns on DSK79D2C42PROD with BILLS
