A BILL
To amend title 40, United States Code, to remove the au-
thority of the National Capital Planning Commission
with respect to property owned by the District of Colum-
bia, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘National Capital Plan-
4
ning Commission District of Columbia Home Rule Act’’.

(a) RECOMMENDATION
OF
THE COMMISSION
FOR

TRANSFERS OF JURISDICTION OF PROPERTY.—Section
6
8124 of title 40, United States Code, is amended—
7
(1) in the section heading, by striking ‘‘and
8
District of Columbia’’;
9
(2) in the first sentence of subsection (a)—
10
(A) by striking ‘‘and District of Colum-
11
bia’’; and
12
(B) by striking ‘‘or by the District’’; and
13
(3) by striking subsection (b) and redesignating
14
subsection (c) as subsection (b).

(b) APPROVAL OF THE COMMISSION FOR PROPOSED
16
DEVELOPMENTS AND PROJECTS.—Section 8722 of title
17
40, United States Code, is amended—
18
(1) in the section heading, by striking ‘‘and
19
district’’;
20
(2) in subsection (a), by striking ‘‘and District
21
of Columbia governmental’’ each place it appears;
22
(3) in the first sentence of subsection (b)(1)—
23
(A) by striking ‘‘or District of Columbia’’;
24
and
25
(B) by striking ‘‘or District’’;

tions at the beginning of subchapter IV of chapter

87 of title 40, United States Code, is amended by
10
striking the item relating to section 8734.
11
(d) EFFECTIVE DATE.—The amendments made by
12
this section shall take effect on the date of the enactment
13
of this Act.
