A BILL
To improve the mapping of wireless broadband coverage.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Improving Broadband
4
Mapping Act of 2019’’.

SEC. 2. DEFINITIONS.

In this Act—
7
(1) the term ‘‘Commission’’ means the Federal
8
Communications Commission; and
9
(2) the term ‘‘coverage’’ means wireless
10
broadband coverage.

SEC. 3. VERIFICATION OF WIRELESS BROADBAND COV-

ERAGE DATA.

(a) RULEMAKING.—Not later than 1 year after the
3
date of enactment of this Act, the Commission shall ini-
4
tiate a rulemaking to establish a process to use coverage
5
data reported by consumers and State, local, and Tribal
6
government entities to verify coverage data reported by
7
wireless carriers.

(b) CONSUMER DATA.—The Commission shall con-
9
sider including in the process established under subsection
10
(a) a mechanism to incorporate coverage data obtained
11
from consumers through—
12
(1) the FCC Speed Test mobile application, in-
13
cluding any successor to that application; and
14
(2) any application through which consumers
15
report coverage data.

(c) STATE, LOCAL, AND TRIBAL DATA.—The Com-
17
mission shall consider including in the process established
18
under subsection (a) a mechanism for the Commission to
19
incorporate coverage data obtained from State, local, or
20
Tribal government entities that are primarily responsible
21
for mapping or tracking coverage for a State, unit of local
22
government, or Indian Tribe, as applicable.

SEC. 4. EVIDENTIARY PROCESS FOR FIXED AND MOBILE

BROADBAND SERVICES.

In addition to the consumer input contemplated
3
under section 3 with respect to mobile wireless coverage
4
data, the Commission shall consider other measures, in-
5
cluding, but not limited to, an evidence-based challenge
6
process, to help in verifying coverage data reported by pro-
7
viders of both fixed and mobile broadband services.
