AN ACT
Waive the application fee for any special use permit for
veterans’ special events at war memorials on land admin-
istered by the National Park Service in the District
of Columbia and its environs, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Free Veterans from
2
Fees Act’’.

SEC. 2. WAIVER OF SPECIAL USE PERMIT APPLICATION
4
FEE FOR VETERANS’ SPECIAL EVENTS.
5
(a) WAIVER.—The application fee for any special use
6
permit solely for a veterans’ special event at war memo-
7
rials on land administered by the National Park Service
8
in the District of Columbia and its environs shall be
9
waived.

(b) DEFINITIONS.—In this section:
11
(1) DISTRICT
OF
COLUMBIA
AND
ITS
ENVI-
12
RONS.—The term ‘‘the District of Columbia and its
13
environs’’ has the meaning given that term in sec-
14
tion 8902(a) of title 40, United States Code.
15
(2) GOLD
STAR
FAMILIES.—The term ‘‘Gold
16
Star Families’’ includes any individual described in
17
section 3.2 of Department of Defense Instruction
18
1348.36.

(3)
SPECIAL
EVENT.—The
term
‘‘special
20
events’’ has the meaning given that term in section
21
7.96 of title 36, Code of Federal Regulations.
22
(4) VETERAN.—The term ‘‘veteran’’ has the
23
meaning given that term in section 101(2) of title
24
38, United States Code.

(5) VETERANS’ SPECIAL
EVENT.—The term
1
‘‘veterans’ special event’’ means a special event of
2
which the majority of attendees are veterans or Gold
3
Star Families.
4
(6) WAR MEMORIAL.—The term ‘‘war memo-
5
rial’’ means any memorial or monument which has
6
been erected or dedicated to commemorate a military
7
unit, military group, war, conflict, victory, or peace.
8
(c) APPLICABILITY.—This section shall apply to any
9
special use permit application submitted after the date of
10
the enactment of this Act.
11
(d) APPLICABILITY OF EXISTING LAWS.—Permit ap-
12
plicants remain subject to all other laws, regulations, and
13
policies regarding the application, issuance and execution
14
of special use permits for a veterans’ special event at war
15
memorials on land administered by the National Park
16
Service in the District of Columbia and its environs.
