What This Bill Does
This bill amends the Defense Production Act of 1950 to block foreign adversaries from buying or controlling land in the United States that is used for renewable energy or renewable fuels production. The bill specifically targets four countries identified as "covered countries" and aims to prevent them from acquiring interests in such land.
Who It Affects
Foreign governments from China, Iran, North Korea and Russia (or people acting on their behalf) who want to buy or gain control of renewable energy land in the United States.
Key Provisions
• Foreign governments from China, Iran, North Korea and Russia cannot acquire any interest in agricultural land used to grow corn and soybeans for renewable energy purposes. (Sec. 2)
• Foreign governments from China, Iran, North Korea and Russia cannot acquire any interest in land used for wind turbines or other wind energy production. (Sec. 2)
• Any proposed, pending or completed transactions by these covered countries must be subject to review under this law. (Sec. 2)
What Changes
If this bill becomes law, the four named countries and people acting on their behalf would be prohibited from buying or gaining ownership stakes in U.S. land used for growing corn and soybeans for renewable energy or for wind energy production.
Important Definitions
