A BILL
To restore the Federal Communications Commission’s Open
Internet Order and its net neutrality protections.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Save the Internet Act
4
of 2019’’.

SEC. 2. RESTORATION OF OPEN INTERNET ORDER.

(a) DEFINITIONS.—In this section—
2
(1) the term ‘‘Commission’’ means the Federal
3
Communications Commission; and
4
(2) the term ‘‘rule’’ has the meaning given the
5
term in section 804 of title 5, United States Code.
6
(b) REPEAL OF RULE.—The Declaratory Ruling, Re-
7
port and Order, and Order in the matter of restoring
8
internet freedom that was adopted by the Commission on
9
December 14, 2017 (FCC 17–166), shall have no force
10
or effect.

(c) PROHIBITION
ON REISSUED RULE
OR NEW
12
RULE.—The Commission may not reissue the Declaratory
13
Ruling, Report and Order, and Order described in sub-
14
section (b) in substantially the same form, or issue a new
15
rule that is substantially the same as that Declaratory
16
Ruling, Report and Order, and Order, unless the reissued
17
or new rule is specifically authorized by a law enacted
18
after the date of enactment of this Act.

(d) RESTORATION
OF REPEALED
AND AMENDED
20
REGULATIONS.—The following are restored as in effect on
21
January 19, 2017:

(1) The Report and Order on Remand, Declara-
23
tory Ruling, and Order in the matter of protecting
24
and promoting the open internet that was adopted
