To amend title IV–A of the Social Security Act, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Protecting Family Re-
4
sources and Training Options Act’’.
5
SEC. 2. STRENGTHENING PROGRAM INTEGRITY THROUGH
6
IMPROPER PAYMENTS REVIEW.
7
Section 404 of the Social Security Act (42 U.S.C.
8
604) is amended by adding at the end the following:

‘‘(1) IN
GENERAL.—The Improper Payments
1
Information Act of 2002 and the Improper Pay-
2
ments Elimination and Recovery Act of 2010 shall
3
apply to a State in respect of the State program
4
funded under this part in the same manner in which
5
such Acts apply to a Federal agency.
6
‘‘(2) REGULATIONS.—Within 2 years after the
7
date of the enactment of this subsection, the Sec-
8
retary shall prescribe regulations governing how a
9
State reviews and reports improper payments under
10
the State program funded under this part.’’.
11
SEC. 3. EFFECTIVE DATE.
12
The amendments made by this Act shall take effect
13
on October 1, 2019.
