MARKEY, and Mr. PETERS) introduced the following bill; which was read
twice and referred to the Committee on Homeland Security and Govern-
mental Affairs
A BILL
To require the United States Postal Service to continue
selling the Multinational Species Conservation Funds
Semipostal Stamp until all remaining stamps are sold,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Multinational Species
4
Conservation Funds Semipostal Stamp Reauthorization
5
Act of 2019’’.

SEC. 2. REAUTHORIZATION; REQUIREMENT TO SELL ALL

STAMPS.

(a) IN GENERAL.—Section 2(c) of the Multinational
3
Species Conservation Funds Semipostal Stamp Act of
4
2010 (39 U.S.C. 416 note; Public Law 111–241) is
5
amended—
6
(1) in paragraph (2)—
7
(A) by striking ‘‘of at least 6 years,’’; and
8
(B) by inserting before the period at the
9
end the following: ‘‘and ending not earlier than
10
the date on which the United States Postal
11
Service provides notice to Congress under para-
12
graph (5)’’; and
13
(2) by adding at the end the following:

‘‘(5) REQUIREMENT

SELL
ALL
STAMPS

PRINTED.—

‘‘(A) IN
GENERAL.—The United States
17
Postal Service shall sell each copy of the Multi-
18
national Species Conservation Fund Semipostal
19
Stamp that the United States Postal Service
20
prints under this Act.

‘‘(B) NOTIFICATION OF CONGRESS.—The
22
United States Postal Service shall notify the
23
Committee on Homeland Security and Govern-
24
mental Affairs of the Senate and the Committee
25
on Oversight and Reform of the House of Rep-

printed under this Act have been sold.’’.

(b) RETROACTIVE APPLICABILITY.—
4
(1) IN GENERAL.—The amendments made by
5
subsection (a) shall take effect as if enacted on the
6
day after the date of enactment of the Multinational
7
Species Conservation Funds Semipostal Stamp Re-
8
authorization Act of 2013 (Public Law 113–165;
9
128 Stat. 1878).

(2)
CONSEQUENCE
OF
DESTRUCTION
OF
11
STAMPS.—If the United States Postal Service de-
12
stroys 1 or more Multinational Species Conservation
13
Fund Semipostal Stamps before the date of enact-
14
ment of this Act, the United States Postal Service
15
shall print and sell the same number of such stamps
16
on or after that date of enactment.
