SHORT TITLE. 1 This Act may be cited as the ‘‘First Infantry Rec- 2 ognition of Sacrifice in Theater Act’’ or the ‘‘FIRST Act’’. 3 SEC. 2. MODIFICATION TO FIRST DIVISION MONUMENT. 4 (a) AUTHORIZATION.—The Society of the First In- 5 fantry Division (an organization described in section 6 501(c)(3) of the Internal Revenue Code of 1986 and ex- 7 empt from taxation under section 501(a) of that code), 8 may make modifications (including construction of addi- 9 tional plaques and stone plinths on which to put the 10 plaques) to the First Division Monument located on Fed- 11 eral land in President’s Park in the District of Columbia 12 that was set aside for memorial purposes of the First In- 13 fantry Division, in order to honor the members of the 14 First Infantry Division who paid the ultimate sacrifice 15 during United States operations, including Operation 16 Desert Storm, Operation Iraqi Freedom and New Dawn, 17 and Operation Enduring Freedom.
