AN ACT
To direct the Secretary of Veterans Affairs to conduct a
study regarding the accessibility of websites of the De-
partment of Veterans Affairs to individuals with disabil-
ities.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘VA Website Accessi-
2
bility Act of 2019’’.

SEC.
2.
STUDY
REGARDING
THE
ACCESSIBILITY
OF
4
WEBSITES OF THE DEPARTMENT OF VET-
5
ERANS AFFAIRS TO INDIVIDUALS WITH DIS-
6
ABILITIES.

(a) STUDY.—Not later than 180 days after the date
8
of the enactment of this Act, the Secretary of Veterans
9
Affairs shall examine all websites (including attached files
10
and web-based applications) of the Department of Vet-
11
erans Affairs to determine whether such websites are ac-
12
cessible to individuals with disabilities in accordance with
13
section 508 of the Rehabilitation Act of 1973 (29 U.S.C.
14
794d).

(b) REPORT.—Not later than 90 days after com-
16
pleting the study under subsection (a), the Secretary shall
17
submit a report to Congress regarding such study. The
18
report shall include the following:
19
(1) A list of each website, file, or web-based ap-
20
plication described in subsection (a) that is not ac-
21
cessible to individuals with disabilities in accordance
22
with section 508 of the Rehabilitation Act of 1973
23
(29 U.S.C. 794d).

(2) For each website, file, or web-based applica-
25
tion identified under paragraph (1), a description of

the barriers to bringing such website, file, or web-

based application into compliance with the require-
2
ments of such section, including barriers relating to
3
staffing.

(3) The plan of the Secretary to bring each
5
website, file, or web-based application identified in
6
the list under paragraph (1) into compliance with
7
the requirements of section 508 of the Rehabilitation
8
Act of 1973 (29 U.S.C. 794d).

(c) DEFINITION OF WEBSITE.—In this section, the
10
term ‘‘website’’ includes a kiosk at a Department of Vet-
11
erans Affairs medical facility, the use of which is required
12
to check in for scheduled appointments.
