To provide advance appropriations authority for certain accounts of the Bu-
reau of Indian Affairs and Bureau of Indian Education of the Depart-
ment of the Interior and the Indian Health Service of the Department
of Health and Human Services, and for other purposes.

and Ms. TITUS) introduced the following bill; which was referred to the
Committee on the Budget, and in addition to the Committees on Natural
Resources, and Energy and Commerce, for a period to be subsequently
determined by the Speaker, in each case for consideration of such provi-
sions as fall within the jurisdiction of the committee concerned

To provide advance appropriations authority for certain ac-
counts of the Bureau of Indian Affairs and Bureau of
Indian Education of the Department of the Interior and
the Indian Health Service of the Department of Health
and Human Services, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Indian Programs Ad-
4
vanced Appropriations Act’’.

SEC. 2. AUTHORIZATION FOR ADVANCE APPROPRIATIONS.

(a) IN GENERAL.—For each fiscal year, beginning
2
with fiscal year 2020, new budget authority provided in
3
an appropriations Act for the covered accounts shall—
4
(1) be made available for that fiscal year; and
5
(2) include, for each such account, advance new
6
budget authority that first becomes available for the
7
first fiscal year after the budget year.
8
(b) ESTIMATES REQUIRED.—Each applicable Sec-
9
retary shall include in documents submitted to Congress
10
in support of the President’s budget submitted pursuant
11
to section 1105 of title 31, United States Code, detailed
12
estimates of the funds necessary for the covered accounts
13
of the Department of the Interior or the Department of
14
Health and Human Services, as applicable, for the fiscal
15
year following the fiscal year for which the budget is sub-
16
mitted.

(c) DEFINITIONS.—In this section:
18
(1) APPLICABLE SECRETARY.—The term ‘‘ap-
19
plicable Secretary’’ means—
20
(A) with respect to actions involving the
21
covered accounts described in paragraph (2)(A),
22
the Secretary of the Interior; and
23
(B) with respect to actions involving the
24
covered accounts described in paragraph (2)(B),
25
the Secretary of Health and Human Services.

(2) COVERED ACCOUNTS.—The term ‘‘covered

accounts’’ means the following:

(A) The following accounts of the Depart-
3
ment of the Interior that provide annual appro-
4
priations for the Department of the Interior,
5
Bureau of Indian Affairs and Bureau of Indian
6
Education account:
7
(i) Operation of Indian Programs.
8
(ii) Contract Support Costs.
9
(iii) Indian Guaranteed Loan Pro-
10
gram Account.
11
(B) The following accounts of the Depart-
12
ment of Health and Human Services that pro-
13
vide annual appropriations for the Indian
14
Health Service account:
15
(i) Indian Health Services.
16
(ii) Contract Support Costs.

SEC. 3. INFORMATION ON APPROPRIATIONS ESTIMATES.

Section 1105(a) of title 31, United States Code, is
19
amended by adding at the end the following:
20
‘‘(40) information on estimates of appropria-
21
tions for the fiscal year following the fiscal year for
22
which the budget is submitted for the covered ac-
