A BILL
To establish a pilot program to promote public-private part-
nerships among apprenticeships or other job training
programs, local educational agencies, and community col-
leges, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Youth Access to Amer-
4
ican Jobs Act of 2019’’.

SEC. 2. 2–2–2 PILOT PROGRAM.

(a) IN GENERAL.—From the amounts appropriated
2
to carry out this Act, the Secretary of Education, in con-
3
sultation with the Secretary of Labor, shall award grants
4
to 10 eligible entities to carry a program described in sub-
5
section (c) for eligible students.
6
(b) APPLICATION REQUIREMENTS.—An eligible enti-
7
ty that desires to receive a grant under this section shall
8
submit an application to the Secretary as such time, in
9
such manner, and containing such information as the Sec-
10
retary may require.
11
(c) USES OF FUNDS.—An eligible entity that receives
12
a grant under this section shall use such grant to carry
13
out a program under which each eligible student partici-
14
pating in the program—
15
(1) during grades 11 and 12 at a high school
16
served by a local educational agency partner of the
17
eligible entity, enrolls in and completes—
18
(A) STEM and STEM-focused career and
19
technical education courses; and
20
(B) courses that prepare such student for
21
community college and a career in a State-iden-
22
tified high-skill, high-wage, or in-demand indus-
23
try sector or occupation (within the meaning of
24
the Carl D. Perkins Career and Technical Edu-
25
cation Act of 2006, as in effect on or after July

1, 2019), or the manufacturing field or other
1
vocational or career and technical education
2
field;
3
(2) upon graduating from the high school, en-
4
rolls, at a community college partner of the eligible
5
entity—
6
(A) in a course of study related to a career
7
pathway described in paragraph (1)(B); or
8
(B) in a youth apprenticeship program;
9
and
10
(3) upon receiving an associate’s degree from
11
the community college, in the case of a student who
12
has not completed the youth apprenticeship program
13
or joint labor-management training program of the
14
eligible entity, enrolls and participates, for at least
15
a 2-year period, in such youth apprenticeship pro-
16
gram or joint labor-management training program.
17
(d) ELIGIBLE STUDENTS.—To be eligible to partici-
18
pate in a program described in subsection (c), a student
19
shall, prior to participating in the program, demonstrate
20
academic ability and a commitment to pursue a career
21
pathway described in subsection (c)(1)(B).

(e) DEFINITIONS.—In this section:
23
(1) APPRENTICESHIP.—The term ‘‘apprentice-
24
ship’’ means an apprenticeship registered under the

Act of August 16, 1937 (commonly known as the
1
‘‘National Apprenticeship Act’’; 50 Stat. 664, chap-
2
ter 663; 29 U.S.C. 50 et seq.).

(2) CAREER AND TECHNICAL EDUCATION.—The
4
term ‘‘career and technical education’’ has the
5
meaning given the term in section 3 of the Carl D.
6
Perkins Career and Technical Education Act of
7
2006 (20 U.S.C. 2302).
8
(3) COMMUNITY COLLEGE.—The term ‘‘commu-
9
nity college’’ has the meaning given the term ‘‘junior
10
or community college’’ in section 312(f) of the High-
11
er Education Act of 1965 (20 U.S.C. 1058(f)).
12
(4) ELIGIBLE ENTITY.—The term ‘‘eligible enti-
13
ty’’ means a partnership—
14
(A) among—
15
(i) one or more local educational agen-
16
cies;
17
(ii) one or more community colleges;
18
and
19
(iii) one or more youth apprenticeship
20
programs or joint labor-management train-
21
ing programs; and
22
(B) that works with an employer in a
23
State-identified high-skill, high-wage, or in-de-
24
mand industry sector or occupation described in

subsection (c)(1)(B) that is serving, or seeking
1
to expand its capacity to serve, youth appren-
2
ticeship programs.

(5) ESEA TERMS.—The terms ‘‘local edu-
4
cational agency’’, ‘‘high school’’, and ‘‘State’’ have
5
the meanings given the terms in section 8101 of the
6
Elementary and Secondary Education Act of 1965
7
(20 U.S.C. 7801).

(6) IN-DEMAND INDUSTRY SECTOR OR OCCUPA-
9
TION.—The term ‘‘in-demand industry sector or oc-
10
cupation’’ has the meaning given the term in section
11
3 of the Workforce Investment and Opportunity Act
12
(29 U.S.C. 3102).

(7) JOINT LABOR-MANAGEMENT TRAINING PRO-
14
GRAM.—The term ‘‘joint labor-management training
15
program’’ means a program that—
16
(A) is carried out by a committee that is
17
composed of an equal number of representatives
18
of employers and representatives of employees
19
represented by a bona fide collective bargaining
20
agent; and
21
(B) has been established to conduct, oper-
22
ate, or administer an youth apprenticeship pro-
23
gram and enter into apprenticeship agreements
24
with apprentices.

(8) SECRETARY.—The term ‘‘Secretary’’ means
1
the Secretary of Education.
2
(9) STEM.—The term ‘‘STEM’’ means—
3
(A) science, technology, engineering, and
4
mathematics; and
5
(B) other career and technical education
6
subjects that build on the subjects described in
7
subparagraph (A).
8
(10) YOUTH APPRENTICESHIP PROGRAM.—The
9
term ‘‘youth apprenticeship program’’ means an ap-
10
prenticeship program that is a partner of the eligible
11
entity that—
12
(A) is designed for an eligible student who
13
at the start of the program is eligible to be en-
14
rolled in high school; and
15
(B) incorporates the following:
16
(i) Paid, on-the-job learning under the
17
supervision of skilled employee mentors.
18
(ii) Related classroom-based instruc-
19
tion at a local educational agency or com-
20
munity college partner of the eligible entity
21
aligned with a career pathway described in
22
subsection (c)(2)(A).
23
(iii) Ongoing assessment against es-
24
tablished skill and competency standards.

(iv) Culmination in a recognized post-

secondary credential, with the quality of
2
the training leading to the credential re-
3
viewed by the eligible entity.

(v) Leads to placement in further edu-
5
cation, employment, or an apprenticeship
6
program.
