What This Bill Does
This bill expands the Berryessa Snow Mountain National Monument by adding approximately 3,925 acres of federal land in Lake County, California. The bill also gives the area a new name: Condor Ridge (Molok Luyuk), which means Condor Ridge in the Patwin language. What Changes
If this bill becomes law, 3,925 acres of federal land in Lake County, California will become part of the national monument. The area known as Walker Ridge will be officially renamed Condor Ridge (Molok Luyuk). Federal agencies will be required to consult with Native American tribes on all future management decisions for the monument. All government documents referring to Walker Ridge will automatically refer to Condor Ridge (Molok Luyuk) instead.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Berryessa Snow Moun-

tain National Monument Expansion Act’’.

SEC. 2. DEFINITIONS.

Proclamation 9298, dated July 10, 2015 (80 Fed.

Reg. 41975), including all land, interests in the
13
land, and objects on the land identified in that Pres-
14
idential Proclamation.

(5) SECRETARY.—The term ‘‘Secretary’’ means
16
the Secretary of the Interior.

SEC. 3. NATIONAL MONUMENT EXPANSION.

(a) BOUNDARY MODIFICATION.—The boundary of
2
the National Monument is modified to include the Walker
3
Ridge (Molok Luyuk) Addition.

(b) MAP.—
5
(1) CORRECTIONS.—The Secretary may make
6
clerical and typographical corrections to the Map.
7
(2) PUBLIC AVAILABILITY; EFFECT.—The Map
8
and any corrections to the Map under paragraph (1)
9
shall—
10
(A) be publicly available on the website of
11
the Bureau of Land Management; and
12
(B) have the same force and effect as if in-
13
cluded in this Act.

(c) ADMINISTRATION.—Subject to valid existing
15
rights, the Secretary shall administer the Walker Ridge
16
(Molok Luyuk) Addition—
17
(1) as part of the National Monument;
18
(2) in accordance with Presidential Proclama-
19
tion 9298, dated July 10, 2015 (80 Fed. Reg.
20
41975); and
21
(3) in accordance with applicable laws (includ-
22
ing regulations).

SEC. 4. MANAGEMENT PLAN.

(a) IN GENERAL.—Not later than 1 year after the
25
date of enactment of this Act, the Secretary and the Sec-

retary of Agriculture shall jointly develop a comprehensive

management plan for the National Monument in accord-
2
ance with, and in a manner that fulfills the purposes de-
3
scribed in, Presidential Proclamation 9298, dated July 10,
4
2015 (80 Fed. Reg. 41975).
5
(b) TRIBAL CONSULTATION.—The Secretary and the
6
Secretary of Agriculture shall consult with affected feder-
7
ally recognized Indian Tribes in—
8
(1) the development of the management plan
9
under subsection (a); and
10
(2) making management decisions relating to
11
the National Monument.

(c)
CONTINUED
ENGAGEMENT
WITH
INDIAN
13
TRIBES.—The management plan developed under sub-
14
section (a) shall set forth parameters for continued mean-
15
ingful engagement with affected federally recognized In-
16
dian Tribes in the implementation of the management
17
plan.
18
(d) EFFECT.—Nothing in this Act affects the conduct
19
of fire mitigation or suppression activities at the National
20
Monument, including through the use of existing agree-
21
ments.

SEC. 5. AGREEMENTS AND PARTNERSHIPS.

To the maximum extent practicable and in accord-
24
ance with applicable laws, on request of an affected feder-

ally recognized Indian Tribe, the Secretary (acting
1
through the Director of the Bureau of Land Management)
2
and the Secretary of Agriculture (acting through the Chief
3
of the Forest Service) shall enter into agreements, con-
4
tracts, and other cooperative and collaborative partner-
5
ships with the federally recognized Indian Tribe regarding
6
management of the National Monument under relevant
7
Federal authority, including—
8
(1) the Indian Self-Determination and Edu-
9
cation Assistance Act (25 U.S.C. 5301 et seq.);
10
(2) the Federal Land Policy and Management
11
Act of 1976 (43 U.S.C. 1701 et seq.);
12
(3) the Tribal Self-Governance Act of 1994 (25
13
U.S.C. 5361 et seq.);
14
(4) the Tribal Forest Protection Act of 2004
15
(25 U.S.C. 3115a et seq.);
16
(5) the good neighbor authority under section
17
8206 of the Agricultural Act of 2014 (16 U.S.C.
18
2113a);
19
(6) Executive Order 13175 (25 U.S.C. 5301
20
note; relating to consultation and coordination with
21
Indian Tribal governments);
22
(7) Secretarial Order 3342, issued by the Sec-
23
retary on October 21, 2016 (relating to identifying
24
opportunities for cooperative and collaborative part-

SEC. 6. DESIGNATION OF CONDOR RIDGE (MOLOK LUYUK)

(a) IN GENERAL.—The parcel of Federal land admin-
12
istered by the Bureau of Land Management located in
13
Lake and Colusa Counties in the State of California and
14
commonly referred to as ‘‘Walker Ridge’’ shall be known
15
and designated as ‘‘Condor Ridge (Molok Luyuk)’’.
16
(b) REFERENCES.—Any reference in a law, map, reg-
17
ulation, document, paper, or other record of the United
18
States to the parcel of Federal land described in sub-
19
section (a) shall be deemed to be a reference to ‘‘Condor
20
Ridge (Molok Luyuk)’’.

(c) MAP AND LEGAL DESCRIPTION.—

(A) INITIAL MAP.—The Board shall pre-

pare a map and legal description of the parcel
2
of Federal land designated by subsection (a).

(B) CORRECTIONS.—The Board and the
