AN ACT
To provide for a study on the use of social media in security
clearance investigations.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Social Media Use in
2
Clearance Investigations Act of 2019’’.

SEC. 2. STUDY ON USE OF SOCIAL MEDIA IN SECURITY
4
CLEARANCE INVESTIGATIONS.

Not later than 6 months after the date of enactment
6
of this Act, the Director of the Office of Management and
7
Budget shall submit to Congress a report on the examina-
8
tion of social media activity during security clearance in-
9
vestigations, including—
10
(1) the current use of publicly available social
11
media in security clearance background investiga-
12
tions;
13
(2) any legal impediments to examining publicly
14
available social media activity, and whether those
15
impediments are statutory or regulatory in nature;
16
(3) the results of any pilot programs to incor-
17
porate social media checks in such investigations, in-
18
cluding the effectiveness and cost of such programs;
19
(4) options for widespread implementation of
20
the examination of social media activity during such
21
investigations; and
22
(5) estimates on the cost for such options as
23
part of—
24
(A) all Top Secret investigations; or
