Act of 1968 to promote behavioral health crisis response
training among law enforcement officers.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Behavioral Health Cri-
4
sis Response Improvements Act’’.

SEC. 2. BEHAVIORAL HEALTH CRISIS RESPONSE TRAINING

AMONG LAW ENFORCEMENT OFFICERS.
2
(a) IN GENERAL.—Title I of the Omnibus Crime
3
Control and Safe Streets Act of 1968 (34 U.S.C. 10101
4
et seq.) is amended by adding at the end the following:
5
‘‘PART OO—BEHAVIORAL HEALTH CRISIS RE-
6
SPONSE TRAINING AMONG LAW ENFORCE-
7
MENT OFFICERS.
8
‘‘SEC. 3051. BEHAVIORAL HEALTH CRISIS RESPONSE TRAIN-
9
ING AMONG LAW ENFORCEMENT OFFICERS.

‘‘(a) DEFINITION.—In this section—
11
‘‘(1) the term ‘Director’ means the Director of
12
the Office of Community Oriented Policing Services;
13
‘‘(2) the term ‘eligible entity’ means a State,
14
local, Tribal, or territorial law enforcement agency;
15
and
16
‘‘(3) the term ‘training provider’ means a per-
17
son with which, using funds from a grant awarded
18
under this section, an eligible entity contracts for be-
19
havioral health crisis response training for law en-
20
forcement officers.

‘‘(b) GRANTS.—
22
‘‘(1) AUTHORITY TO MAKE GRANTS.—The Di-
23
rector may make grants on a competitive basis to el-
24
igible entities to assist those eligible entities in ac-

quiring behavioral health crisis response training for

law enforcement officers.

‘‘(2) APPLICATIONS.—An eligible entity desiring
3
a grant under this section shall submit to the Direc-
4
tor an application at such time, in such manner, and
5
containing or accompanied by such information, as
6
the Director may reasonably require.
7
‘‘(3) QUALIFICATION STANDARDS.—The Direc-
8
tor shall establish and publish qualification stand-
9
ards for training providers.’’.

(b) AUTHORIZATION OF APPROPRIATIONS.—Section
11
1001(a) of title I of the Omnibus Crime Control and Safe
12
Streets Act of 1968 (34 U.S.C. 10261(a)) is amended by
13
adding at the end the following:
14
‘‘(29) There are authorized to be appropriated to
15
carry out part OO $20,000,000 for each of fiscal years
16
2020 through 2022.’’.
