The Heroes Act

In the House of Representatives, U. S., October 1, 2020. 5 5 •HR 925 EAH DIVISION A—CORONAVIRUS RECOVERY 1 SUPPLEMENTAL APPROPRIATIONS 2 ACT, 2021 3 The following sums are hereby appropriated, out of 4 any money in the Treasury not otherwise appropriated, for 5 the fiscal year ending September 30, 2021, and for other 6 purposes, namely: 7 TITLE I 8 AGRICULTURE, RURAL DEVELOPMENT, FOOD 9 AND DRUG ADMINISTRATION, AND RELATED 10 AGENCIES 11 DEPARTMENT OF AGRICULTURE 12 AGRICULTURAL PROGRAMS 13 OFFICE OF INSPECTOR GENERAL 14 For an additional amount for ‘‘Office of Inspector 15 General’’, $2,500,000, to remain available until expended, 16 to prevent, prepare for, and respond to coronavirus, domes- 17 tically or internationally: Provided, That the funding made 18 available under this heading in this Act shall be used for 19 conducting audits and investigations of projects and activi- 20 ties carried out with funds made available to the Depart- 21 ment of Agriculture to prevent, prepare for, and respond 22 to coronavirus, domestically or internationally: Provided 23 further, That such amounts shall be in addition to any 24 other amounts available for such purposes: Provided fur- 25 6 •HR 925 EAH ther, That such amount is designated by the Congress as 1 being for an emergency requirement pursuant to section 2 251(b)(2)(A)(i) of the Balanced Budget and Emergency 3 Deficit Control Act of 1985. 4 RURAL DEVELOPMENT PROGRAMS 5 RURAL HOUSING SERVICE 6 SALARIES AND EXPENSES 7 For an additional amount for ‘‘Salaries and Ex- 8 penses’’, $10,000,000, to prevent, prepare for, and respond 9 to coronavirus, domestically or internationally, including 10 administrative expenses: Provided, That such amounts shall 11 be in addition to any other amounts available for such pur- 12 poses: Provided further, That such amount is designated by 13 the Congress as being for an emergency requirement pursu- 14 ant to section 251(b)(2)(A)(i) of the Balanced Budget and 15 Emergency Deficit Control Act of 1985. 16 RENTAL ASSISTANCE PROGRAM 17 For an additional amount for ‘‘Rental Assistance Pro- 18 gram’’, $309,000,000, to prevent, prepare for, and respond 19 to coronavirus, including for temporary adjustment of wage 20 income losses for residents of housing financed or assisted 21 under section 514, 515, or 516 of the Housing Act of 1949, 22 without regard to any existing eligibility requirements 23 based on income: Provided, That such amount is designated 24 by the Congress as being for an emergency requirement pur- 25 7 •HR 925 EAH suant to section 251(b)(2)(A)(i) of the Balanced Budget and 1 Emergency Deficit Control Act of 1985. 2 DOMESTIC FOOD PROGRAMS 3 FOOD AND NUTRITION SERVICE 4 SPECIAL SUPPLEMENTAL NUTRITION PROGRAM FOR 5 WOMEN, INFANTS, AND CHILDREN (WIC) 6 For an additional amount for the ‘‘Special Supple- 7 mental Nutrition Program for Women, Infants, and Chil- 8 dren’’, $400,000,000: Provided, That such amount is des- 9 ignated by the Congress as being for an emergency require- 10 ment pursuant to section 251(b)(2)(A)(i) of the Balanced 11 Budget and Emergency Deficit Control Act of 1985. 12 SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM 13 For an additional amount for ‘‘Supplemental Nutri- 14 tion Assistance Program’’, $10,000,000,000, to prevent, pre- 15 pare for, and respond to coronavirus: Provided, That such 16 amounts shall be in addition to any other amounts avail- 17 able for such purposes: Provided further, That such amount 18 is designated by the Congress as being for an emergency 19 requirement pursuant to section 251(b)(2)(A)(i) of the Bal- 20 anced Budget and Emergency Deficit Control Act of 1985. 21 COMMODITY ASSISTANCE PROGRAM 22 For an additional amount for ‘‘Commodity Assistance 23 Program’’, $450,000,000, for the emergency food assistance 24 program as authorized by section 27(a) of the Food and 25 8 •HR 925 EAH Nutrition Act of 2008 (7 U.S.C. 2036(a)) and section 1 204(a)(1) of the Emergency Food Assistance Act of 1983 2 (7 U.S.C. 7508(a)(1)): Provided, That such amount is des- 3 ignated by the Congress as being for an emergency require- 4 ment pursuant to section 251(b)(2)(A)(i) of the Balanced 5 Budget and Emergency Deficit Control Act of 1985. 6 DEPARTMENT OF HEALTH AND HUMAN 7 SERVICES 8 FOOD AND DRUG ADMINISTRATION 9 SALARIES AND EXPENSES 10 For an additional amount for ‘‘Salaries and Ex- 11 penses’’, $1,500,000, to remain available until expended, to 12 prevent, prepare for, and respond to coronavirus, domesti- 13 cally or internationally, for the purposes of holding one or 14 more advisory committee meetings to discuss requests for 15 authorization or applications for approval of vaccines for 16 coronavirus: Provided, That such amount is designated by 17 the Congress as being for an emergency requirement pursu- 18 ant to section 251(b)(2)(A)(i) of the Balanced Budget and 19 Emergency Deficit Control Act of 1985. 20 GENERAL PROVISIONS—THIS TITLE 21 SEC. 101. For an additional amount for grants to 22 Rural Utilities Service borrowers, as authorized in section 23 701 of division N of this Act, to prevent, prepare for, and 24 respond to coronavirus, $2,600,000,000, to remain available 25 9 •HR 925 EAH until September 30, 2022: Provided, That such amount is 1 designated by Congress as being for an emergency require- 2 ment pursuant to section 251(b)(2)(A)(i) of the Balanced 3 Budget and Emergency Deficit Control Act of 1985. 4 SEC. 102. For an additional amount for the Common- 5 wealth of the Northern Mariana Islands, $14,000,000, for 6 nutrition assistance to prevent, prepare for, and respond 7 to coronavirus: Provided, That such amounts shall be in 8 addition to any other amounts available for such purposes: 9 Provided further, That such amount is designated by the 10 Congress as being for an emergency requirement pursuant 11 to section 251(b)(2)(A)(i) of the Balanced Budget and 12 Emergency Deficit Control Act of 1985. 13 SEC. 103. For an additional amount for the Common- 14 wealth of Puerto Rico, $1,236,000,000, for nutrition assist- 15 ance to prevent, prepare for, and respond to coronavirus: 16 Provided, That such amounts shall be in addition to any 17 other amounts available for such purposes: Provided fur- 18 ther, That such amount is designated by the Congress as 19 being for an emergency requirement pursuant to section 20 251(b)(2)(A)(i) of the Balanced Budget and Emergency 21 Deficit Control Act of 1985. 22 SEC. 104. For an additional amount for American 23 Samoa, $9,117,000, for nutrition assistance to prevent, pre- 24 pare for, and respond to coronavirus: Provided, That such 25 10 •HR 925 EAH amounts shall be in addition to any other amounts avail- 1 able for such purposes: Provided further, That such amount 2 is designated by the Congress as being for an emergency 3 requirement pursuant to section 251(b)(2)(A)(i) of the Bal- 4 anced Budget and Emergency Deficit Control Act of 1985. 5 SEC. 105. The matter preceding the first proviso under 6 the heading ‘‘Commodity Assistance Program’’ in title I of 7 division B of the Coronavirus Aid, Relief, and Economic 8 Security Act (Public Law 116–136), is amended by striking 9 ‘‘to prevent, prepare for, and respond to coronavirus, do- 10 mestically or internationally,’’: Provided, That the amounts 11 repurposed pursuant to the amendment made by this sec- 12 tion that were previously designated by the Congress as an 13 emergency requirement pursuant to the Balanced Budget 14 and Emergency Deficit Control Act of 1985 are designated 15 by the Congress as an emergency requirement pursuant to 16 section 251(b)(2)(A)(i) of the Balanced Budget and Emer- 17 gency Deficit Control Act of 1985. 18 SEC. 106. For an additional amount for the program 19 established under section 7522 of the Food, Conservation, 20 and Energy Act of 2008 (7 U.S.C. 5936), to prevent, pre- 21 pare for, and respond to coronavirus, $20,000,000: Pro- 22 vided, That such amount is designated by the Congress as 23 being for an emergency requirement pursuant to section 24 11 •HR 925 EAH 251(b)(2)(A)(i) of the Balanced Budget and Emergency 1 Deficit Control Act of 1985. 2 SEC. 107. Section 11004 in title I of division B of the 3 Coronavirus Aid, Relief, and Economic Security Act (Pub- 4 lic Law 116–136) is amended by inserting after the fourth 5 proviso the following: ‘‘Pro [Text truncated for display.
