Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Bears Ears Expansion
4
And Respect for Sovereignty Act’’.
5
SEC. 2. DEFINITIONS.
6
In this Act:
7
(1) MAP.—The term ‘‘map’’ means the map on
8
page 6 of the ‘‘Proposal to President Barack Obama
9
for the Creation of Bears Ears National Monument’’
10
submitted by the Bears Ears Inter-Tribal Coalition
11
and dated October 15, 2015.
12
(2) PROCLAMATION.—The term ‘‘Proclama-
13
tion’’ means Presidential Proclamation 9558, dated
14
December 28, 2016 (82 Fed. Reg. 1139 (Jan. 25,
15
2017)).
16
(3) SECRETARIES.—The term ‘‘Secretaries’’
17
means—
18
(A) the Secretary of the Interior with re-
19
spect to land administered by the Bureau of
20
Land Management; and
21
(B) the Secretary of Agriculture with re-
22
spect to land administered by the Forest Serv-
23
ice.

SEC. 3. EXPANSION OF NATIONAL MONUMENT BOUND-

ARIES.

(a) IN GENERAL.—The boundary of the Bears Ears
3
National Monument is hereby expanded to comprise ap-
4
proximately 1,931,997 acres of Federal land under the ju-
5
risdiction of the Secretaries, as generally depicted on the
6
map.
7
(b) MAPS AND LEGAL DESCRIPTIONS.—
8
(1) IN GENERAL.—As soon as practicable after
9
the date of enactment of this Act, the Secretaries
10
shall file maps and legal descriptions of the Bears
11
Ears National Monument, as expanded by this sec-
12
tion, with—
13
(A) the Committee on Energy and Natural
14
Resources of the Senate; and
15
(B) the Committee on Natural Resources
16
of the House of Representatives.

(2) FORCE OF LAW.—The maps and legal de-
18
scriptions filed under paragraph (1) shall have the
19
same force and effect as if included in this Act, ex-
20
cept that the Secretaries may correct typographical
21
errors in the maps and legal descriptions.

(3) PUBLIC
AVAILABILITY.—The maps and
23
legal descriptions filed under paragraph (1) shall be
24
on file and available for public inspection in the ap-

propriate offices of the Forest Service, National
1
Park Service, and Bureau of Land Management.

SEC. 4. ADMINISTRATION.
3
(a) IN GENERAL.—Subject to subsection (b), the Sec-
4
retaries shall administer all land and interests in land held
5
by the United States that are included in the expanded
6
boundary under section 3(a)—
7
(1) as part of the monument; and
8
(2) in accordance with the Proclamation and
9
applicable laws.
10
(b) NATIONAL PARK SERVICE.—The Secretary of the
11
Interior, acting through the National Park Service, shall
12
administer the Natural Bridges National Monument and
13
those portions of the Glen Canyon National Recreation
14
Area within the expanded boundary under section 3(a)—
15
(1) as part of the monument; and
16
(2) in accordance with applicable law.

(c) MANAGEMENT AND ENGAGEMENT.—The Secre-
18
taries shall promptly carry out the provisions of the Proc-
19
lamation, including the provisions requiring the Secre-
20
taries to meaningfully engage the Bears Ears Commission
21
to—
22
(1) ensure the proper care and management of
23
the objects identified;

(2) ensure that management decisions affecting

the monument reflect tribal expertise and traditional
2
and historical knowledge; and
3
(3) provide guidance and recommendations on
4
the development and implementation of management
5
plans and on management of the monument.

(d) ACQUISITION
OF LANDS
AND INTERESTS
IN
7
LAND.—The Secretary may acquire any land, water, or
8
interests in land that are located within the revised bound-
9
ary of the Monument by—
10
(1) donation;
11
(2) purchase with donated or appropriated
12
funds; or
13
(3) exchange.
