FINDINGS. 1 Congress finds that Executive Order 13780 and the 2 presidential proclamation issued on September 24, 2017— 3 (1) contravene the intent of Congress in enact- 4 ing section 202(a)(1) of the Immigration and Na- 5 tionality Act (8 U.S.C. 1152(a)(1)), which states, 6 ‘‘no person shall receive any preference or priority or 7 be discriminated against in the issuance of an immi- 8 grant visa because of the person’s race, sex, nation- 9 ality, place of birth, or place of residence’’; and 10 (2) violate the Establishment Clause of the 11 First Amendment to the United States Constitution 12 and the equal protection component of the Due 13 Process Clause of the Fifth Amendment to the 14 United States Constitution. 15 SEC. 2.
