Mr. ZELDIN introduced the following bill; which was referred to the Com-
mittee on Oversight and Reform, and in addition to the Committee on
Veterans’ Affairs, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall within
the jurisdiction of the committee concerned
A BILL
To provide for the issuance of a PFC Garfield M. Langhorn
Memorial Semipostal Stamp to Benefit our Veterans,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE; FINDINGS.

(a) SHORT TITLE.—This Act may be cited as the
4
‘‘PFC Garfield M. Langhorn Memorial Semipostal Stamp
5
to Benefit our Veterans Act of 2019’’.
6
(b) FINDINGS.—The Congress finds the following:

(1) PFC Garfield M. Langhorn was deployed to
1
Vietnam as a private first class and radio operator
2
with Troop C, 7th Squadron (Airmobile), 17th Cav-
3
alry Regiment, 1st Aviation Brigade.
4
(2) On January 15, 1969, PFC Langhorn and
5
his unit responded to a downed American helicopter
6
near Plei Djereng in Pleiku Province, South Viet-
7
nam. After PFC Langhorn and his unit responded
8
to the downed helicopter, they were attacked by en-
9
trenched North Vietnamese forces.
10
(3) During the battle, PFC Langhorn threw
11
himself on an active enemy hand grenade that had
12
been thrown near several wounded soldiers. PFC
13
Langhorn was killed during the explosion but saved
14
the lives of the rest of his platoon.
15
(4) On April 7, 1970, the President of the
16
United States of America, in the name of Congress,
17
awarded PFC Garfield Langhorn the Congressional
18
Medal of Honor posthumously to commemorate his
19
conspicuous gallantry and intrepidity in action at
20
the risk of his life above and beyond the call of duty.

SEMIPOSTAL STAMP TO BENEFIT OUR VET-

ERANS.

(a) IN GENERAL.—In order to afford a convenient
4
way for members of the public to contribute to funding
5
for the Supportive Services for Veteran Families program
6
of the Department of Veterans Affairs under section 2044
7
of title 38, United States Code, the United States Postal
8
Service shall issue a semipostal stamp (referred to in this
9
Act as the ‘‘PFC Garfield M. Langhorn Memorial
10
Semipostal Stamp to Benefit our Veterans’’) in accord-
11
ance with the provisions of this section.
12
(b) COST.—The PFC Garfield M. Langhorn Memo-
13
rial Semipostal Stamp to Benefit our Veterans shall be
14
offered at a cost equal to the cost of mailing a letter
15
weighing 1 ounce or less at the nonautomation single-piece
16
first-ounce letter rate, in effect at the time of purchase,
17
plus a differential of not less than 25 percent.
18
(c) OTHER TERMS AND CONDITIONS.—The issuance
19
and sale of the PFC Garfield M. Langhorn Memorial
20
Semipostal Stamp to Benefit our Veterans shall be gov-
21
erned by the provisions of section 416 of title 39, United
22
States Code, and regulations issued under such section,
23
subject to subsection (b) and the following:

(1) DISPOSITION OF PROCEEDS.—

(A) IN GENERAL.—All amounts becoming
1
available from the sale of the PFC Garfield M.
2
Langhorn Memorial Semipostal Stamp to Ben-
3
efit our Veterans shall be transferred to the De-
4
partment of Veterans Affairs for the purpose of
5
funding the operations of the program de-
6
scribed in subsection (a), through payments
7
which shall be made at least twice a year.
8
(B) PROCEEDS NOT TO BE OFFSET.—In
9
accordance with section 416(d)(4) of such title
10
39, amounts becoming available from the sale
11
of the PFC Garfield M. Langhorn Memorial
12
Semipostal Stamp to Benefit our Veterans (as
13
so determined) shall not be taken into account
14
in any decision relating to the level of appro-
15
priations or other Federal funding to be fur-
16
nished in any year to the program described in
17
subsection (a) or to the Department of Vet-
18
erans Affairs.

(2)
DURATION.—The

shall be made available to the public for a period of
22
at least 5 years, beginning no later than 12 months
23
after the date of the enactment of this Act.

(3) STAMP DEPICTIONS.—Stamps issued under

this Act shall depict PFC Garfield M. Langhorn.

LIMITATION.—The
PFC
Garfield
M.

Langhorn Semipostal Stamp to Benefit our Veterans

shall not be subject to, or taken into account for
5
purposes of applying, any limitation under section
6
416(e)(1)(C) of such title 39.

(d) DEFINITION.—For purposes of this Act, the term
8
‘‘semipostal stamp’’ refers to a stamp described in section
9
416(a)(1) of title 39, United States Code.
