SHORT TITLE. 1 This Act may be cited as the ‘‘Northern Mariana Is- 2 lands Residents Relief Act’’. 3 SEC. 2. LONG-TERM LEGAL RESIDENTS OF THE COMMON- 4 WEALTH OF THE NORTHERN MARIANA IS- 5 LANDS. 6 Section 6(e)(6)(B) of the Joint Resolution entitled 7 ‘‘A Joint Resolution to approve the Covenant To Establish 8 a Commonwealth of the Northern Mariana Islands in Po- 9 litical Union with the United States of America, and for 10 other purposes’’, approved March 24, 1976 (48 U.S.C. 11 1806), is amended— 12 (1) in clause (iii), by inserting ‘‘except in the 13 case of an alien who meets the requirements of sub- 14 clause (VI) of clause (v),’’ before ‘‘resided continu- 15 ously and lawfully’’; and 16 (2) in clause (v)— 17 (A) in subclause (IV), by striking ‘‘; or’’ 18 and inserting a semicolon; 19 (B) in subclause (V), by striking the period 20 at the end and inserting ‘‘;’’; and 21 (C) by adding at the end the following: 22 ‘‘(VI) was admitted to the Com- 23 monwealth as a Commonwealth Only 24 Transitional Worker during fiscal year 25 2015, and during every subsequent 26 VerDate Sep 11 2014 23:01 Feb 27, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H560.RFS H560 pamtmann on DSKBC07HB2PROD with BILLS 3 HR 560 RFS fiscal year beginning before the date 1 of the enactment of the Northern 2 Mariana Islands U.S. Workforce Act 3 of 2018 (Public Law 115–218); or 4 ‘‘(VII) resided in the Northern 5 Mariana Islands as an investor under 6 Commonwealth immigration law, and 7 is presently a resident classified as a 8 CNMI-only nonimmigrant under sec- 9 tion 101(a)(15)(E)(ii) of the Immigra- 10 tion and Nationality Act (8 U.S.C. 11 1101(a)(15)(E)(ii)).’’. 12 SEC. 3.
