AN ACT
To prohibit United States Government recognition of the
Russian Federation’s claim of sovereignty over Crimea,
and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Crimea Annexation
2
Non-recognition Act’’.

SEC. 2. PROHIBITION AGAINST UNITED STATES RECOGNI-
4
TION OF THE RUSSIAN FEDERATION’S CLAIM
5
OF SOVEREIGNTY OVER CRIMEA.

(a) STATEMENT OF POLICY.—It is the policy of the
7
United States not to recognize the Russian Federation’s
8
claim of sovereignty over Crimea, its airspace, or its terri-
9
torial waters.

(b) PROHIBITION.—In accordance with subsection
11
(a), no Federal department or agency may take any action
12
or extend any assistance that implies recognition of the
13
Russian Federation’s claim of sovereignty over Crimea, its
14
airspace, or its territorial waters.
15
(c) WAIVER.—The President may waive the prohibi-
16
tion in subsection (b) on a case-by-case basis if the Presi-
17
dent determines that it is vital to the national security
18
interests of the United States to do so.
