Mr. HIGGINS of Louisiana (for himself and Mr. RUPPERSBERGER) introduced
the following bill; which was referred to the Committee on Education and
Labor, and in addition to the Committee on the Judiciary, for a period
to be subsequently determined by the Speaker, in each case for consider-
ation of such provisions as fall within the jurisdiction of the committee
concerned
A BILL
To require the Attorney General and the Secretary of Edu-
cation to conduct a survey of all public schools to deter-
mine the number of school resource officers at such
schools.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘School Resource Offi-
4
cer Assessment Act of 2019’’.

SEC. 2. SURVEY OF PUBLIC SCHOOLS.

Not later than 1 year after the date of enactment
2
of this Act, the Attorney General and the Secretary of
3
Education shall jointly conduct and submit to Congress,
4
a survey of the assignment of school resource officers at
5
public elementary schools and secondary schools, which
6
shall include, with respect to each such school that chose
7
to respond to such survey, a determination of whether—
8
(1) on or after January 1, 2019, such a school
9
has been assigned a school resource officer; and
10
(2) in the case of a school that has been as-
11
signed such an officer—
12
(A) the number of such assignments; and
13
(B) whether each such assignment is on a
14
full-time or part-time basis.

SEC. 3. DEFINITIONS.

In this Act:
17
(1) ESEA TERMS.—The terms ‘‘elementary
18
school’’ and ‘‘secondary school’’ have the meanings
19
given the terms in section 8101 of the Elementary
20
and Secondary Education Act of 1965 (20 U.S.C.
21
7801).

(2) SCHOOL
RESOURCE
OFFICER.—The term
23
‘‘school resource officer’’ has the meaning given the
24
term in section 1709(4) of the Omnibus Crime Con-
