REFERENCES TO ACT. 1 Except as expressly provided otherwise, any reference 2 to ‘‘this Act’’ contained in any division of this Act shall 3 be treated as referring only to the provisions of that divi- 4 sion. 5 SEC. 4. EXPLANATORY STATEMENT. 6 The explanatory statement regarding this Act, print- 7 ed in the House section of the Congressional Record on 8 or about January 17, 2019, and submitted by the Chair- 9 woman of the Committee on Appropriations of the House, 10 shall have the same effect with respect to the allocation 11 of funds and implementation of divisions A through F of 12 this Act as if it were a joint explanatory statement of a 13 committee of conference. 14 SEC. 5. AVAILABILITY OF FUNDS. 1 Each amount designated in this Act by the Congress 2 for Overseas Contingency Operations/Global War on Ter- 3 rorism pursuant to section 251(b)(2)(A)(ii) of the Bal- 4 anced Budget and Emergency Deficit Control Act of 1985 5 shall be available (or rescinded, if applicable) only if the 6 President subsequently so designates all such amounts 7 and transmits such designations to the Congress. 8 DIVISION A—AGRICULTURE, RURAL DE- 9 VELOPMENT, FOOD AND DRUG ADMIN- 10 ISTRATION, AND RELATED AGENCIES 11 APPROPRIATIONS ACT, 2019 12 TITLE I 13 AGRICULTURAL PROGRAMS 14 PROCESSING, RESEARCH, AND MARKETING 15 OFFICE OF THE SECRETARY 16 (INCLUDING TRANSFERS OF FUNDS) 17 For necessary expenses of the Office of the Secretary, 18 $46,603,000, of which not to exceed $5,051,000 shall be 19 available for the immediate Office of the Secretary; not 20 to exceed $800,000 shall be available for the Office of the 21 Assistant to the Secretary for Rural Development: Pro- 22 vided, That funds made available by this Act to an agency 23 in the Rural Development mission area for salaries and 24 expenses are available to fund up to one administrative 25 support staff for available for the Office of the Assist- 4 ant Secretary for Administration, of which $22,301,000 5 shall be available for Departmental Administration to pro- 6 vide for necessary expenses for management support serv- 7 ices to offices of the Department and for general adminis- 8 tration, security, repairs and alterations, and other mis- 9 cellaneous supplies and expenses not otherwise provided 10 for and necessary for the practical and efficient work of 11 the Department: Provided further, That funds made avail- 12 able by this Act to an agency in the Administration mis- 13 sion area for salaries and expenses are available to fund 14 up to one administrative support staff for the Office; not 15 to exceed $3,869,000 shall be available for the Office of 16 Assistant Secretary for Congressional Relations to carry 17 out the programs funded by this Act, including programs 18 involving intergovernmental affairs and liaison within the 19 executive branch; and not to exceed $7,500,000 shall be 20 available for the Office of Communications: Provided fur- 21 ther, That the Secretary of Agriculture is authorized to 22 transfer funds appropriated for any office of the Office of the 2 amount made available under this paragraph for the im- 3 mediate Office of the Secretary shall be available for offi- 4 cial reception and representation expenses, not otherwise 5 provided for, as determined by the Secretary: Provided 6 further, That the amount made available under this head- 7 ing for Departmental Administration shall be reimbursed 8 from applicable appropriations in this Act for travel ex- 9 penses incident to the holding of hearings as required by 10 5 U.S.C. 551–558: Provided further, That funds made 11 available under this heading for the Office of the Assistant 12 Secretary for Congressional Relations may be transferred 13 to agencies of the Department of Agriculture funded by 14 this Act to maintain personnel at the agency level: Pro- 15 vided further, That no funds made available under this 16 heading for the Office of Assistant Secretary for Congres- 17 sional Relations may be obligated after 30 days from the 18 date of enactment of this $24,206,000. 6 AGRICULTURE BUILDINGS AND FACILITIES 7 (INCLUDING TRANSFERS OF FUNDS) 8 For payment of space rental and related costs pursu- 9 ant to Public Law 92–313, including authorities pursuant 10 to the 1984 delegation of authority from the Adminis- 11 trator of General Services to the Department of Agri- 12 culture under 40 U.S.C. 121, for programs and activities 13 of the Department which are included in this Act, and for 14 alterations and other actions needed for the Department 15 and its agencies to consolidate unneeded space into con- 16 figurations suitable for release to the Administrator of 17 General Services, and for the operation, maintenance, im- 18 provement, and repair of Agriculture buildings and facili- 19 ties, and for related costs, $59,967,000, to remain avail- 20 able until expended. 21 HAZARDOUS MATERIALS MANAGEMENT 22 (INCLUDING TRANSFERS OF FUNDS) 23 For necessary expenses of the Department of Agri- 24 culture, to comply with the Comprehensive available 4 herein to the Department for Hazardous Materials Man- 5 agement may be transferred to any agency of the Depart- 6 ment for its use in meeting all requirements pursuant to 7 the above Acts on Federal and non-Federal lands. 8 OFFICE OF INSPECTOR GENERAL 9 For necessary expenses of the Office of Inspector 10 General, including employment pursuant to the Inspector 11 General Act of 1978 (Public Law 95–452; 5 U.S.C. App.), 12 $98,208,000, including such sums as may be necessary for 13 contracting and other arrangements with public agencies 14 and private persons pursuant to section 6(a)(9) of the In- 15 spector General Act of 1978 (Public Law 95–452; 5 16 U.S.C. App.), and including not to exceed $125,000 for 17 certain confidential operational expenses, including the 18 payment of informants, to be expended under the direction 19 of the Inspector General pursuant to the Inspector Gen- 20 eral Act of 1978 (Public Law 95–452; 5 U.S.C.
