SHORT TITLE. 1 This Act may be cited as the ‘‘Cost Estimates Im- 2 provement Act’’. 3 SEC. 2. CBO AND JCT ESTIMATES TO INCLUDE DEBT SERV- 4 ICING COSTS. 5 (a) IN GENERAL.—The Congressional Budget and 6 Impoundment Control Act of 1974 (2 U.S.C. 621 et seq.) 7 is amended by inserting after section 406 the following: 8 ‘‘ESTIMATES TO INCLUDE DEBT SERVICING COSTS AND A 9 LIST OF DUPLICATIVE ACTIVITIES 10 ‘‘SEC. 407. 11 ‘‘(a) COST OF DEBT SERVICE.—Any estimate pre- 12 pared by the Director of the Congressional Budget Office 13 under section 402, and any estimate prepared by the Joint 14 Committee on Taxation, shall include, to the extent prac- 15 ticable, the costs (if any) of servicing the public debt. 16 ‘‘(b) LIST OF DUPLICATIVE ACTIVITIES.—Any esti- 17 mate prepared by the Director of the Congressional Budg- 18 et Office or the Joint Committee on Taxation shall include 19 a list of any Federal agencies, programs, and initiatives 20 with fragmented, overlapping, or duplicative goals or ac- 21 tivities covered by the legislation.’’. 22 (b) CLERICAL AMENDMENT.—The table of contents 23 of such Act is amended by inserting after the item relating 24 to section 402 the following: 25 VerDate Sep 11 2014 02:18 Jan 30, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H638.IH H638 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 638 IH ‘‘407.
