SHORT TITLE. 3 This Act may be cited as the ‘‘Muhammad Ali Com- 4 memorative Coin Act’’. 5 SEC. 2. COIN SPECIFICATIONS. 1 (a) DENOMINATIONS.—The Secretary of the Treas- 2 ury (hereafter in this Act referred to as the ‘‘Secretary’’) 3 shall mint and issue the following coins in commemoration 4 of Muhammad Ali: 5 (1) $5 GOLD COINS.—Not more than 100,000 6 $5 coins, which shall— 7 (A) weigh 8.359 grams; 8 (B) have a diameter of 0.850 inches; and 9 (C) contain 90 percent gold and 10 percent 10 alloy. 11 (2) $1 SILVER COINS.—Not more than 350,000 12 $1 coins, which shall— 13 (A) weigh 26.73 grams; 14 (B) have a diameter of 1.500 inches; and 15 (C) contain not less than 90 percent silver. 16 (b) LEGAL TENDER.—The coins minted under this 17 Act shall be legal tender, as provided in section 5103 of 18 title 31, United States Code. 19 (c) NUMISMATIC ITEMS.—For purposes of sections 20 5134 and 5136 of title 31, United States Code, all coins 21 minted under this Act shall be considered to be numis- 22 matic items. 23 SEC. 4. DESIGN OF COINS. 24 (a) DESIGN REQUIREMENTS.— 25 VerDate Sep 11 2014 02:18 Jan 30, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H636.IH H636 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 636 IH (1) IN GENERAL.—The design of the coins 1 minted under this Act shall be emblematic of the life 2 and legacy of Muhammad Ali. 3 (2) DESIGN AND INSCRIPTIONS.—On each coin 4 minted under this Act there shall be— 5 (A) a designation of the value of the coin; 6 (B) an inscription of the year 2021; and 7 (C) inscriptions of the words ‘‘Liberty’’, 8 ‘‘In God We Trust’’, ‘‘United States of Amer- 9 ica’’, and ‘‘E Pluribus Unum’’. 10 (b) SELECTION.—The design for the coins minted 11 under this Act shall be— 12 (1) selected by the Secretary after consultation 13 with the Muhammad Ali Center; and 14 (2) reviewed by the Citizens Coinage Advisory 15 Committee. 16 SEC. 5. ISSUANCE OF COINS. 17 (a) QUALITY OF COINS.—Coins minted under this 18 Act shall be issued in uncirculated and proof qualities. 19 (b) MINT FACILITY.—Only 1 facility of the United 20 States Mint may be used to strike any particular quality 21 of the coins minted under this Act. 22 (c) PERIOD FOR ISSUANCE.—The Secretary may 23 issue coins minted under this Act only during the 1-year 24 period beginning on January 1, 2021. 25 VerDate Sep 11 2014 02:18 Jan 30, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H636.IH H636 pamtmann on DSKBFK8HB2PROD with BILLS 5 •HR 636 IH SEC. 6. SALE OF COINS. 1 (a) SALE PRICE.—The coins issued under this Act 2 shall be sold by the Secretary at a price equal to the sum 3 of— 4 (1) the face value of the coins; 5 (2) the surcharge provided in section 7(a) with 6 respect to such coins; and 7 (3) the cost of designing and issuing the coins 8 (including labor, materials, dies, use of machinery, 9 overhead expenses, marketing, and shipping). 10 (b) BULK SALES.—The Secretary shall make bulk 11 sales of the coins issued under this Act at a reasonable 12 discount. 13 (c) PREPAID ORDERS.— 14 (1) IN GENERAL.—The Secretary shall accept 15 prepaid orders for the coins minted under this Act 16 before the issuance of such coins. 17 (2) DISCOUNT.—Sale prices with respect to pre- 18 paid orders under paragraph (1) shall be at a rea- 19 sonable discount. 20 SEC. 7. SURCHARGES. 21 (a) IN GENERAL.—All sales of coins issued under this 22 Act shall include a surcharge of— 23 (1) $35 per coin for the $5 coin; and 24 (2) $10 per coin for the $1 coin. 25 VerDate Sep 11 2014 02:18 Jan 30, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H636.IH H636 pamtmann on DSKBFK8HB2PROD with BILLS 6 •HR 636 IH (b) DISTRIBUTION.—Subject to section 5134(f)(1) of 1 title 31, United States Code, all surcharges received by 2 the Secretary from the sale of coins issued under this Act 3 shall be promptly paid by the Secretary as follows: 4 (1) Eighty percent of the surcharges shall be 5 paid to the Muhammad Ali Center in Louisville, 6 Kentucky, to ensure growth and innovation in mu- 7 seum programming to research, promote, and edu- 8 cate on the legacy of Muhammad Ali. 9 (2) Ten percent of the surcharges shall be paid 10 to the Muhammad Ali Institute for Peace and Jus- 11 tice at the University of Louisville to advance the 12 work, study and practice of peacebuilding, social jus- 13 tice, and violence prevention through the develop- 14 ment of innovative educational programs, training, 15 service, and research. 16 (3) Ten percent of the surcharges shall be paid 17 to the Muhammad Ali Parkinson Center (MAPC) 18 and Movement Disorder Clinic to continue serving 19 as a resource for Parkinson’s disease patients and 20 their families through the provision of diagnosis, 21 treatments, research, and education. 22 (c) AUDIT.—The Comptroller General of the United 23 States shall have the right to examine such books, records, 24 documents, and other data of each of the organizations 25 VerDate Sep 11 2014 02:18 Jan 30, 2019 Jkt 089200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H636.IH H636 pamtmann on DSKBFK8HB2PROD with BILLS 7 •HR 636 IH referred to in subsection (b) as may be related to the ex- 1 penditures of amounts paid under that subsection. 2 (d) LIMITATIONS.—Notwithstanding subsection (a), 3 no surcharge may be included with respect to the issuance 4 under this Act of any coin during a calendar year if, as 5 of the time of such issuance, the issuance of such coin 6 would result in the number of commemorative coin pro- 7 grams issued during such year to exceed the annual 2 8 commemorative coin program issuance limitation under 9 section 5112(m)(1) of title 31, United States Code (as in 10 effect on the date of the enactment of this Act).
