Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Muhammad Ali Legacy 4 Act’’. 5 SEC. 2. MUHAMMAD ALI LEGACY GRANT PROGRAM. 9 (a) AUTHORIZATION.—The Secretary of State shall 10 award grants, on such terms and conditions as the Sec- 11 retary may determine, to one or more eligible organiza- 12 tions that— 13 (1) are established to promote global respect, 14 understanding, and communication and to encourage 15 character and leadership development worldwide; 16 and 17 (2) demonstrate a commitment to preserving 18 the legacy of Muhammad Ali. 19 (b) GRANT AGREEMENT.—Each organization award- 20 ed a grant under this section shall enter into an agreement 21 with the Secretary of State. Each such agreement shall 22 require the organization— 23 (1) to develop and provide educational program- 24 ming to prepare prospective leaders in foreign coun- 25 VerDate Sep 11 2014 21:52 Feb 02, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H635.IH H635 pbinns on DSK79D2C42PROD with BILLS 3 •HR 635 IH tries to make a profound contribution to global soci- 1 ety, including programming that includes peace 2 building, conflict resolution, violence prevention, 3 character education, and education about world cul- 4 tures, religions, and languages; 5 (2) to act as a global gathering place—both on- 6 line and in person—for negotiation and mediation; 7 (3) to utilize technology and the Internet to em- 8 power people in foreign countries, including adults, 9 young people, educators, and civic, community, reli- 10 gious, and corporate leaders, to dialogue on common 11 interests and concerns, share information, and en- 12 gage in cross-cultural learning, including by utilizing 13 diverse and multi-layered connections such as 14 videoconferencing, web-based forums, and other 15 modes of communication; 16 (4) to partner with and build a network of or- 17 ganizations and schools already working with adults, 18 young people, educators, and civic, community, reli- 19 gious, and corporate leaders, as well as the Depart- 20 ment of State, to reach many people worldwide as 21 quickly as possible; 22 (5) to place a special emphasis on providing a 23 positive, productive path for young people to combat 24 VerDate Sep 11 2014 21:52 Feb 02, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H635.IH H635 pbinns on DSK79D2C42PROD with BILLS 4 •HR 635 IH the pull of radicalism, terrorist networks, and orga- 1 nized crime; 2 (6) to support a website providing resources, in 3 a variety of languages, to further the programs and 4 activities described in paragraphs (1) through (5) by 5 making such programs and activities accessible to 6 the general public and able to be utilized by edu- 7 cators to integrate into the classroom; and 8 (7) to submit for each fiscal year for which the 9 organization receives funds from a grant awarded 10 under this section, a report to the Secretary of State 11 that contains— 12 (A) a description of the programs and ac- 13 tivities supported by the funding; 14 (B) the audited financial statement of the 15 organization for the preceding fiscal year; 16 (C) a plan for the programs and activities 17 to be supported by the funding as the Secretary 18 may require; and 19 (D) an evaluation of the programs and ac- 20 tivities supported by the funding as the Sec- 21 retary may require. 22 (c) ELIGIBLE ORGANIZATION DEFINED.—In this sec- 23 tion, the term ‘‘eligible organization’’ means an organiza- 24 VerDate Sep 11 2014 21:52 Feb 02, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H635.IH H635 pbinns on DSK79D2C42PROD with BILLS 5 •HR 635 IH tion that is exempt from tax under section 501(c)(3) of 1 the Internal Revenue Code of 1986 (26 U.S.C. 501(c)(3)). 2 (d) AUTHORIZATION OF APPROPRIATIONS.—There 3 are authorized to be appropriated to carry out this section 4 $5,000,000 for each of the fiscal years 2020 through 5 2022. 6 Æ VerDate Sep 11 2014 21:52 Feb 02, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H635.IH H635 pbinns on DSK79D2C42PROD with BILLS
