NATIONAL URBAN SECURITY TECHNOLOGY LAB- 1 ORATORY. 2 (a) IN GENERAL.—Title III of the Homeland Secu- 3 rity Act of 2002 is amended by adding at the end the fol- 4 lowing new section: 5 ‘‘SEC. 321. NATIONAL URBAN SECURITY TECHNOLOGY LAB- 6 ORATORY. 7 ‘‘(a) IN GENERAL.—The Secretary, acting through 8 the Under Secretary for Science and Technology, shall 9 designate the laboratory described in subsection (b) as an 10 additional laboratory pursuant to the authority under sec- 11 tion 308(c)(2). Such laboratory shall be used to test and 12 evaluate emerging technologies and conduct research and 13 development to assist emergency response providers in 14 preparing for, and protecting against, threats of terrorism. 15 ‘‘(b) LABORATORY DESCRIBED.—The laboratory de- 16 scribed in this subsection is the laboratory— 17 ‘‘(1) known, as of the date of the enactment of 18 this section, as the National Urban Security Tech- 19 nology Laboratory; 20 ‘‘(2) previously known as the Environmental 21 Measurements Laboratory; and 22 ‘‘(3) transferred to the Department pursuant to 23 section 303(1)(E). 24 ‘‘(c) LABORATORY ACTIVITIES.—The laboratory des- 25 ignated pursuant to subsection (a), shall— 26 VerDate Sep 11 2014 23:20 Nov 10, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\H542.RS H542 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 542 RS ‘‘(1) conduct tests, evaluations, and assess- 1 ments of current and emerging technologies, includ- 2 ing, as appropriate, cybersecurity of such tech- 3 nologies that can connect to the internet, for emer- 4 gency response providers; 5 ‘‘(2) conduct research and development on radi- 6 ological and nuclear response and recovery; 7 ‘‘(3) act as a technical advisor to emergency re- 8 sponse providers; and 9 ‘‘(4) carry out other such activities as the Sec- 10 retary determines appropriate.’’. 11 (b) CLERICAL AMENDMENT.—The table of contents 12 in section 1(b) of such Act is amended by inserting after 13 the item relating to section 320 the following new item: 14 ‘‘321.
