AN ACT
To amend the Small Business Act to clarify the treatment
of certain surviving spouses under the definition of small
business concern owned and controlled by service-disabled
veterans.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Service-Disabled Vet-
2
erans Small Business Continuation Act’’.
3
SEC. 2. TECHNICAL AMENDMENT REGARDING TREATMENT
4
OF CERTAIN SURVIVING SPOUSES UNDER
5
THE DEFINITION OF SMALL BUSINESS CON-
6
CERN OWNED AND CONTROLLED BY SERV-
7
ICE-DISABLED VETERANS.

Effective on the date specified in subsection (e) of
9
section 1832 of the National Defense Authorization Act
10
for Fiscal Year 2017 (Public Law 114–328; 130 Stat.
11
2660), section 3(q)(2) of the Small Business Act (15
12
U.S.C. 632(q)) is amended—
13
(1) in subparagraph (C)(i)(II), by striking
14
‘‘rated as 100 percent’’ and all that follows through
15
‘‘service-connected disability’’; and
16
(2) by amending subparagraph (C)(ii)(III) to
17
read as follows:

‘‘(III) the date that—
19
‘‘(aa) in the case of a surviving
20
spouse of a veteran with a service-con-
21
nected disability rated as 100 percent
22
disabling or who dies as a result of a
23
service-connected
disability,
is

24
years after the date of the death of
25
the veteran; or

‘‘(bb) in the case of a surviving

100 percent disabling who does not

die as a result of a service-connected

disability, is 3 years after the date of
