Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Combating Terrorist 4 Recruitment Act of 2019’’. 5 SEC. 2. Such efforts may include the following: 4 (1) Counter-messaging of foreign terrorist orga- 5 nization communications and narratives. 6 (2) Related community engagement and public 7 education efforts. 8 (b) COORDINATION.—The Secretary of Homeland Se- 9 curity shall coordinate the efforts described in subsection 10 (a) with the heads of other Federal departments and agen- 11 cies, as appropriate, and, to the extent practicable, engage 12 nongovernmental and international partners in the identi- 13 fication and use of testimonials described in such sub- 14 section. 15 (c) RULE OF CONSTRUCTION.—Nothing in this Act 16 may be construed to require the Secretary of Homeland 17 Security to collect testimonials directly from former vio- 18 lent extremists or their associates, including friends and 19 family. 20 Æ VerDate Sep 11 2014 22:56 Jan 24, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H452.IH H452 pbinns on DSK79D2C42PROD with BILLS
