To amend title 31, United States Code, to provide that activities relating
to the training and readiness of the reserve components of the Armed
Forces during a lapse in appropriations shall constitute voluntary services
that may be accepted by the United States.

duced the following bill; which was read twice and referred to the Com-
mittee on Armed Services
A BILL
To amend title 31, United States Code, to provide that
activities relating to the training and readiness of the
reserve components of the Armed Forces during a lapse
in appropriations shall constitute voluntary services that
may be accepted by the United States.
Be it enacted by the Senate and House of Representa-

SECTION 1. TREATMENT OF ACTIVITIES RELATING TO

FORCES DURING A LAPSE IN APPROPRIA-

TIONS AS VOLUNTARY SERVICES ACCEPT-
4
ABLE BY THE UNITED STATES.

Section 1342 of title 31, United States Code, is
6
amended by adding at the end the following new sentence:
7
‘‘However, the term does include any portion of a fiscal
8
year during which the appropriation bill for the fiscal year
9
for the Department of Defense or the Department of
10
Homeland Security, as applicable, has not become law and
11
an Act or joint resolution making continuing appropria-
12
tions for the fiscal year is not in effect, but only with re-
13
spect to activities relating to the training and readiness
14
of the Armed Forces (including the National Guard and
15
the Reserves) carried out during such portion of the fiscal
16
year.’’.
