To prohibit drilling in the Arctic Ocean.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Stop Arctic Ocean
4
Drilling Act of 2019’’.

SEC. 2. PROHIBITION OF OIL AND GAS LEASING IN ARCTIC

OCEAN AREAS OF THE OUTER CONTINENTAL

SHELF.

Section 8 of the Outer Continental Shelf Lands Act
4
(43 U.S.C. 1337) is amended by adding at the end the
5
following:

‘‘(q) PROHIBITION OF OIL AND GAS LEASING IN
7
ARCTIC PLANNING AREA OF THE OUTER CONTINENTAL
8
SHELF.—Notwithstanding any other provision of this Act
9
or any other law, the Secretary of the Interior shall not
10
issue or renew a lease or any other authorization for the
11
exploration, development, or production of oil, natural gas,
12
or any other mineral in the Arctic Ocean, including the
13
Beaufort Sea and Chukchi Sea Planning Areas.’’.
