and Development Act, and for other purposes.

A BILL
To modify the process of the Secretary of the Interior for
examining certain mining claims on Federal lands in
Storey County, Nevada, to facilitate certain pinyon-juni-
per-related projects in Lincoln County, Nevada, to mod-
ify the boundaries of certain wilderness areas in the
State of Nevada, to fully implement the White Pine
County Conservation, Recreation, and Development Act,
and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.
1
This Act may be cited as the ‘‘Nevada Lands Bill
2
Technical Corrections Act of 2019’’.

SEC. 2. AMENDMENT TO CONVEYANCE OF FEDERAL LAND
4
IN STOREY COUNTY, NEVADA.
5
Section 3009(d) of the Carl Levin and Howard P.
6
‘‘Buck’’ McKeon National Defense Authorization Act for
7
Fiscal Year 2015 (128 Stat. 3751) is amended—
8
(1) in paragraph (1)—
9
(A) by striking subparagraphs (B) through
10
(D) and redesignating subparagraph (E) as
11
subparagraph (D); and
12
(B) by inserting after subparagraph (A)
13
the following:
14
‘‘(B) FEDERAL LAND.—The term ‘Federal
15
land’ means the land generally depicted as
16
‘Federal land’ on the map.
17
‘‘(C) MAP.—The term ‘map’ means the
18
map entitled ‘Storey County Land Conveyance’
19
and dated June 6, 2018.’’.

(2) in paragraph (3)—

Lands Bill Technical Corrections Act of 2019.’’;
2
(9) by striking paragraphs (2) and (8);

(10) by redesignating paragraphs (3) through

and (7) and (8) respectively; and
6
(11) by adding at the end the following:

‘‘(9) AVAILABILITY OF MAP.—The map shall be

on file and available for public inspection in the ap-

propriate offices of the Bureau of Land Manage-

ment.’’.

3.
FACILITATION
OF
PINYON-JUNIPER-RELATED
12
PROJECTS IN LINCOLN COUNTY, NEVADA.

(a) FACILITATION
OF PINYON-JUNIPER-RELATED
14
PROJECTS.—
15
(1) AVAILABILITY OF SPECIAL ACCOUNT UNDER
16
LINCOLN COUNTY LAND ACT OF 2000.—Section 5(b)
17
of the Lincoln County Land Act of 2000 (Public
18
Law 106–298; 114 Stat. 1048) is amended—
19
(A) in paragraph (1)—
20
(i) in subparagraph (B), by inserting
21
‘‘and
implementation’’
after
‘‘develop-
22
ment’’; and
23
(ii) in subparagraph (C)—

quent revisions or amendments to that plan;

‘‘(3) COOPERATIVE AGREEMENTS.—The Direc-
17
tor of the Bureau of Land Management shall enter
18
into cooperative agreements with the County for law
19
enforcement and planning-related activities provided
20
by the County and approved by the Secretary, re-
21
garding—
22
‘‘(A) wilderness in the County designated
23
by the Lincoln County Conservation, Recre-

Law 108–424; 118 Stat. 2403);

‘‘(B) cultural resources identified, pro-
3
tected, and managed pursuant to that Act;
4
‘‘(C) planning, management, and law en-
5
forcement associated with the Silver State OHV
6
Trail designated by that Act; and
7
‘‘(D) planning associated with land dis-
8
posal and related land-use authorizations re-
9
quired for utility corridors and rights-of-way to
10
serve land that has been, or is to be, disposed
11
of pursuant to that Act (other than rights-of-
12
way granted pursuant to that Act) and this
13
Act.’’.

(2) AVAILABILITY OF SPECIAL ACCOUNT UNDER

LINCOLN
COUNTY
CONSERVATION,
RECREATION,
16
AND DEVELOPMENT ACT OF 2004.—Section 103 of
17
the Lincoln County Conservation, Recreation, and
18
Development Act of 2004 (Public Law 108–424;
19
118 Stat. 2405) is amended—
20
(A) in subsection (b)(3)—
21
(i) in subparagraph (E), by striking ‘‘;
22
and’’ at the end and inserting a semicolon;

(c) MODIFICATION
OF UTILITY CORRIDOR.—The
1
Secretary of the Interior shall realign the utility corridor
2
established by section 301(a) of the Lincoln County Con-
3
servation, Recreation, and Development Act of 2004 (Pub-
4
lic Law 108–424; 118 Stat. 2412) to be aligned as gen-
5
erally depicted on the map titled ‘‘Proposed LCCRDA
6
Utility Corridor Realignment’’ and dated March 14, 2017,
7
by modifying the map titled ‘‘Lincoln County Conserva-
8
tion, Recreation, and Development Act’’ (referred to in
9
this subsection as the ‘‘Map’’) and dated October 1, 2004,
10
by—
11
(1) removing the utility corridor from sections
12
5, 6, 7, 8, 9, 10, 11, 14, and 15, T. 7 N., R. 68
13
E., of the Map; and
14
(2) redesignating the utility corridor so as to
15
appear on the Map in—
16
(A) sections 31, 32, and 33, T. 8 N., R.
17
68 E.;
18
(B) sections 4, 5, 6, and 7, T. 7 N., R. 68
19
E.; and
20
(C) sections 1 and 12, T. 7 N., 67 E.
21
(d) FINAL CORRECTIVE PATENT IN CLARK COUNTY,

compliance with, the Nevada-Florida Land Ex-

change Authorization Act of 1988 (Public Law 100–
4
275; 102 Stat. 52), the National Environmental Pol-

icy Act of 1969 (42 U.S.C. 4321 et seq.), and the
6
Federal Land Policy and Management Act of 1976
7
(43 U.S.C. 1701 et seq.) for the benefit of the desert
8
tortoise, other species, and the habitat of the desert
9
tortoise and other species to increase the likelihood
10
of the recovery of the desert tortoise and other spe-
11
cies.
12
(2) RATIFICATION OF RECONFIGURATION.—The
13
process used by the United States Fish and Wildlife
14
Service and the Bureau of Land Management in re-
15
configuring the land described in paragraph (1), as
16
depicted on Exhibit 1–4 of the Final Environmental
17
Impact Statement for the Planned Development
18
Project MSHCP, Lincoln County, NV (FWS–R8–
19
ES–2008–N0136), and the reconfiguration provided
20
for in special condition 10 of the Corps of Engineers
21
Permit No. 000005042, are ratified.

(e) ISSUANCE OF CORRECTIVE PATENT IN LINCOLN
23
COUNTY, NEVADA.—

(1) IN GENERAL.—The Secretary of the Inte-

rior, acting through the Director of the Bureau of

Land Management, may issue a corrective patent for

the 7,548 acres of land in Lincoln County, Nevada,
4
depicted on the map prepared by the Bureau of
5
Land Management titled ‘‘Proposed Lincoln County
6
Land Reconfiguration’’ and dated January 28,
7
2016.

(2) APPLICABLE
LAW.—A corrective patent
9
issued under paragraph (1) shall be treated as
10
issued pursuant to, and in compliance with, the Ne-
11
vada-Florida Land Exchange Authorization Act of
12
1988 (Public Law 100–275; 102 Stat. 52).
13
(f) CONVEYANCE TO LINCOLN COUNTY, NEVADA, TO
14
SUPPORT A LANDFILL.—
15
(1) IN GENERAL.—As soon as practicable after
16
the date of enactment of this Act, and subject to
17
valid existing rights, at the request of Lincoln Coun-
18
ty, Nevada, the Secretary of the Interior shall con-
19
vey without consideration under the Recreation and
20
Public Purposes Act (43 U.S.C. 869 et seq.) to Lin-
21
coln County all right, title and interest of the United
22
States in and to approximately 400 acres of land in
23
Lincoln County, Nevada, more particularly described
24
