To extend the supplemental security income program to
Guam.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Guam Supplemental
4
Security Income Equality Act’’.
5
SEC. 2. EXTENSION OF THE SUPPLEMENTAL SECURITY IN-
6
COME PROGRAM TO GUAM.
7
(a) IN GENERAL.—Section 303(b) of the Social Secu-
8
rity Amendments of 1972 (86 Stat. 1484) is amended by
9
striking ‘‘, Guam,’’.

DEFINITION
OF
STATE.—Section
1
1101(a)(1) of the Social Security Act (42 U.S.C.
2
1301(a)(1)) is amended in the 5th sentence by strik-
3
ing ‘‘, the Virgin Islands, and Guam’’ each place it
4
appears and inserting ‘‘and the Virgin Islands’’.

(2) GUAM INCLUDED IN GEOGRAPHIC MEANING
6
OF UNITED STATES.—Section 1614(e) of such Act
7
(42 U.S.C. 1382c(e)) is amended by striking ‘‘and
8
the District of Columbia’’ and inserting ‘‘, the Dis-
9
trict of Columbia, and Guam’’.

(c) WAIVER AUTHORITY.—The Commissioner of So-
11
cial Security may waive or modify any statutory require-
12
ment relating to the provision of benefits under the Sup-
13
plemental Security Income Program under title XVI of the
14
Social Security Act in Guam, to the extent that the Com-
15
missioner deems it necessary in order to adapt the pro-
16
gram to the needs of Guam.

(d) EFFECTIVE DATE.—This section and the amend-
18
ments made by this section shall take effect on the 1st
19
day of the 1st Federal fiscal year that begins 1 year or
20
more after the date of the enactment of this Act.
