GRANT PROGRAM SUPPORTING TRAUMA CENTERS 1 WITH VIOLENCE INTERVENTION AND VIO- 2 LENCE PREVENTION PROGRAMS. 3 Part P of title III of the Public Health Service Act 4 (42 U.S.C. 280g et seq.) is amended by adding at the end 5 the following new section: 6 ‘‘SEC. 399V–7. GRANT PROGRAM SUPPORTING TRAUMA CEN- 7 TERS WITH VIOLENCE INTERVENTION AND 8 VIOLENCE PREVENTION PROGRAMS. 9 ‘‘(a) AUTHORITY ESTABLISHED.— 10 ‘‘(1) IN GENERAL.—Not later than 9 months 11 after the date of enactment of the Stop the Violence 12 Act of 2019, the Secretary, acting through the Di- 13 rector of the Centers for Disease Control and Pre- 14 vention (referred to in this section as the ‘Sec- 15 retary’), shall award 10 grants to eligible entities for 16 the purpose of carrying out the activities described 17 in subsection (c). 18 ‘‘(2) GRANT AMOUNT AND DURATION.—A grant 19 awarded under paragraph (1) shall be in the amount 20 of $500,000 for a period of three years, with one- 21 third of such amount made available per year. 22 ‘‘(3) SUPPLEMENT NOT SUPPLANT.—A grant 23 awarded under paragraph (1) to an eligible entity 24 shall be used to supplement, and not supplant, any 25 VerDate Sep 11 2014 22:58 Jan 16, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H207.IH H207 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 207 IH other funds provided to such entity for carrying out 1 the activities described in subsection (c). 2 ‘‘(b) ELIGIBLE ENTITIES.—To be eligible to receive 3 a grant under subsection (a)(1), an entity shall— 4 ‘‘(1) either be— 5 ‘‘(A) a State-designated trauma center, or 6 a trauma center verified by the American Col- 7 lege of Surgeons, that conducts a violence inter- 8 vention or violence prevention program; or 9 ‘‘(B) a nonprofit entity that conducts a 10 program described in subparagraph (A) in co- 11 operation with a trauma center described in 12 such subparagraph; and 13 ‘‘(2) submit to the Secretary an application at 14 such time, in such manner, and containing such in- 15 formation as the Secretary may require. 16 ‘‘(c) USE OF GRANT FUNDS.—An entity that receives 17 a grant under subsection (a)(1) shall use the grant funds 18 to conduct or expand research on the effectiveness of vio- 19 lence prevention efforts in reducing the incidence of re- 20 injury and re-incarceration caused by interpersonal vio- 21 lence. 22 ‘‘(d) REPORTS.— 23 ‘‘(1) REPORTS TO SECRETARY.— 24 VerDate Sep 11 2014 22:58 Jan 16, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H207.IH H207 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 207 IH ‘‘(A) IN GENERAL.—Not later than four 1 years after the date of enactment of the Stop 2 the Violence Act of 2019, an entity that re- 3 ceives a grant under subsection (a)(1) shall 4 submit to the Secretary a report on— 5 ‘‘(i) any findings of research con- 6 ducted, or expanded, by the entity under 7 subsection (c); and 8 ‘‘(ii) if applicable, the manner in 9 which the entity has incorporated such 10 findings in the violence intervention or vio- 11 lence prevention program conducted by 12 such entity. 13 ‘‘(B) OPTION FOR JOINT REPORT.—To the 14 extent feasible and appropriate, an entity that 15 receives a grant under subsection (a)(1) may 16 elect to coordinate with one or more other enti- 17 ties that have received such a grant to submit 18 a joint report that meets the requirements of 19 subparagraph (A). 20 ‘‘(2) REPORT TO CONGRESS.—Not later than 21 six years after the date of enactment of the Stop the 22 Violence Act of 2019, the Secretary shall submit to 23 Congress a report— 24 VerDate Sep 11 2014 22:58 Jan 16, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H207.IH H207 pamtmann on DSKBFK8HB2PROD with BILLS 5 •HR 207 IH ‘‘(A) on any findings resulting from re- 1 ports submitted to the Secretary under para- 2 graph (1); 3 ‘‘(B) on best practices developed by the 4 Secretary under subsection (e); and 5 ‘‘(C) with recommendations for legislative 6 action relating to interpersonal violence preven- 7 tion that the Secretary determines appropriate. 8 ‘‘(e) BEST PRACTICES.—Not later than six years 9 after the date of enactment of the Stop the Violence Act 10 of 2019, the Secretary shall— 11 ‘‘(1) develop, and post on a public website of 12 the Department of Health and Human Services, best 13 practices for interpersonal violence prevention, based 14 on any findings reported to the Secretary under sub- 15 section (d)(1); and 16 ‘‘(2) disseminate such best practices to stake- 17 holders, as determined appropriate by the Sec- 18 retary.’’. 19 Æ VerDate Sep 11 2014 22:58 Jan 16, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H207.IH H207 pamtmann on DSKBFK8HB2PROD with BILLS
