A BILL
To prohibit immediate family members of heads of certain
agencies and departments from soliciting or otherwise
raising funds from certain foreign entities.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Cabinet Service Integ-
4
rity Act’’.
5
SEC. 2. DEFINITIONS.
6
In this Act:
7
(1) CLOSE ASSOCIATE.—The term ‘‘close asso-
8
ciate’’ means, with respect to a senior foreign polit-

ical figure, an individual who is widely and publicly
1
known to maintain a close relationship with the sen-
2
ior foreign political figure, unless it is established
3
that such individual is a citizen of and domiciled
4
within the United States.

(2) COVERED
FOREIGN
ENTITY.—The term
6
‘‘covered foreign entity’’ means—
7
(A) a government of a foreign country;
8
(B) a foreign political party; or
9
(C) any entity that is owned or controlled
10
by a government of a foreign country or a for-
11
eign political party.

(3) FOREIGN POLITICAL PARTY; GOVERNMENT
13
OF A FOREIGN COUNTRY.—The terms ‘‘foreign polit-
14
ical party’’ and ‘‘government of a foreign country’’
15
have the meanings given those terms in section 1 of
16
the Foreign Agents Registration Act of 1938 (22
17
U.S.C. 611).

(4) IMMEDIATE FAMILY MEMBER OF A HEAD

AGENCY
OR
DEPARTMENT.—The

term ‘‘immediate family member of a head of a rel-
21
evant agency or department’’ means, with respect to
22
a head of a relevant agency or department, a sibling,
23
spouse, or child of the head of a relevant agency or
24
department.

(5) IMMEDIATE FAMILY MEMBER OF A SENIOR

FOREIGN POLITICAL FIGURE.—The term ‘‘immediate
2
family member of a senior foreign political figure’’
3
means, with respect to a senior foreign political fig-
4
ure, a sibling, spouse, or child of the senior foreign
5
political figure, unless it is established that such sib-
6
ling, spouse, or child is a citizen of and domiciled
7
within the United States.

(6) RELEVANT AGENCY OR DEPARTMENT.—The
9
term ‘‘relevant agency or department’’ means—
10
(A) the Environmental Protection Agency;
11
or
12
(B) an ‘‘Executive department’’, as defined
13
in section 101 of title 5, United States Code.
14
(7) SENIOR FOREIGN POLITICAL FIGURE.—The
15
term ‘‘senior foreign political figure’’ means—
16
(A) a senior official in any branch of the
17
government of a foreign country; or
18
(B) a senior official of a foreign political
19
party.

SEC. 3. PROHIBITION.

During the period in which an individual is acting
22
as the head of a relevant agency or department, an imme-
23
diate family member of that head of a relevant agency or

department may not solicit or otherwise raise funds for
1
any purpose from any—
2
(1) covered foreign entity;
3
(2) senior foreign political figure;
4
(3) immediate family member of a senior for-
5
eign political figure;
6
(4) close associate of a senior foreign political
7
figure; or
8
(5) entity that is owned or controlled by an in-
9
dividual described in paragraph (2), (3), or (4).

SEC. 4. PENALTIES.
11
Whoever knowingly fails to comply with this Act shall
12
be fined not more than $1,000,000, imprisoned not more
13
than 5 years, or both.
14
SEC. 5. EFFECTIVE DATE.
15
This Act shall take effect on the date that is 30 days
16
after the date of enactment of this Act.
